The low bid is about 25.2% higher than the Engineer’sEstimate of $563,500 due to complicated traffic control phasing, pandemic induced disruption, uncertainty of the construction labor market and construction cost escalation. Staff checked the references and qualifications for Beador Construction Company, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that Beador Construction Company, Inc. be awarded the contract in the amount of $828,630, representing an original amount of $753,300 plus a 10% contingency of $75,330, for Tustin St., Katella Ave. & La Veta Ave. Water Quality Storm Drain Improvement project.

This project will also provide storm drain water quality improvements on various streets in the City of Orange. This unit will capture trash, debris and other gross pollutants via its trash screens, sediment chambers, and the use of an oil skimmer and hydrocarbon boom filters. On Katella Avenue, and La Veta Avenue and Main Street, connector pipe screens (CPS) or Full Trash Capture (FTC) units will be installed. These units will be installed in existing catch basins and will capture trash, debris and other pollutants.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption has been filed with the County Recorder’s Office.
