1. New Dynasty Construction Co., Tustin, CA $3,475,221
2. Far Electric Inc. dba Far Builders, Anaheim, CA $3,516,280
3. Bon Air Inc., Los Angeles, CA $3,526,000
4. RT Contractor Corp., Garden Grove, CA $4,150,000
5. S&H Construction, Inc., Fremont, CA $4,468,600
6. Robert Clapper Construction Services, Inc., Rialto, CA $4,783,000 (dba R.C. Construction Services)
The apparent low bid is about 3% higher than the engineer’sestimate. City staff performed reference and qualification checks for New Dynasty Construction Co. and determined that they were acceptable. New Dynasty Construction Co. has sufficient years of experience as a general contractor delivering construction contracts of similar size and scope of work. Therefore, staff recommends that New Dynasty Construction Co. be awarded the contract in the amount of $3,822,744, representing an original amount of $3,475,221 plus a 10% contingency of $347,523.
The total estimated construction cost, including 10% for contingencies and 5% for construction management is $4,000,000.
The project includes the replacement of the building lobby skylight roof system, which has had continual leaking issues, with a new standing metal seam roof system. Major components of the buildings HVAC system, including the air handlers, chiller and intake/exhaust fans will be replaced as they have reached the end of their useful life and have had recurrent maintenance issues. A photovoltaic (solar) panel system will be installed on the building’sroof and is estimated to have the capability to provide 16% of the building’sannual energy use. Lastly, the lobby interior will be painted as well as the entryway arch and corresponding accent columns on the south-facing and west-facing building exterior.
As the demolition of the existing roof and subsequent construction of the new roof system will disrupt the normal police operations and services offered to the public from the building lobby, a temporary trailer will be placed in the existing surface parking lot on Struck Avenue. During construction, this parking lot will be closed and fenced off to the public as roughly half of the lot will be designated for construction operations and the other half will be used to house the temporary trailer. During business hours, the trailer will be accessible to the public by way of a temporary gate entryway. At the end of each day, the gate will be locked and closed to the public. As part of the project, the Struck Ave. on-street parking in front of the building frontage, between Batavia Street and the Corporation Yard entrance, will be temporarily changed to One (1) Hour Parking to provide adequate parking for public use.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines section 15301 “Existing Facilities” Class 1. The proposed project is also categorically exempt from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. The CEQA Notice of Exemption was filed with the County Clerk’s office and posted on January 14, 2022.
Early material procurement will begin in March 2022 with construction commencement anticipated in June 2022 and completion expected 100 calendar days thereafter.
