6. DISCUSSION AND BACKGROUND
As Old Towne Orange continues to transform into a regional destination, night-time traffic activity has increased substantially. At the same time, the combined effect of (1) the circular intersection’s geometry and (2) numerous drivers’unfamiliarity with navigating a traffic circle contributes to the potential of vehicle incursions into Plaza Park. A number of provisional traffic safety improvements have been introduced over the years to address errant vehicles entering the park. These have included signs, pavement markings, and signal timing changes on the “spokestreets.” Despite these measures, incursions continue to occur and warrant additional actions to improve safety.
While there exists a system of bollards identifying the perimeter of Plaza Park, these are not designed to actually stop a vehicle before it enters the Park. The majority of vehicle incursions tend City of Orange Printed on 3/3/2022Page 1 of 2

designed to actually stop a vehicle before it enters the Park. The majority of vehicle incursions tend to take a path along one of the parallel pedestrian walkways. To address this issue, staff requests approval of a $150,000 purchase order for the installation of protective, crash-rated bollards on either end of the two parallel east-west pedestrian paths. The bollards are intended to increase the level of safety and comfort for park users, being strategically placed at locations with the highest potential for preventing vehicle incursions into the Park.
Public Works Department staff and City’sHistoric Preservation Planner have been in coordination on selection of the bollard design and placement to ensure compatibility with the historic integrity of Plaza Park. Marshalls LP USA can manufacture the unique bollard system to not detract from Plaza Park’s existing appearance and historical significance, by way of the following features:
· shallow foundation to avoid underground utility and tree root conflicts; · visual compatibility with existing decorative bollards along the outer edge of the circular walkway; and
· minimize the number of bollards being introduced (a total of 8 bollards are being proposed).
The installation of this improvement is expected to take approximately 30 days and will be performed either by City staff or contractor services, depending on resource availability. The City’sarborist will be present for consultation, should any tree roots be exposed during excavation. Plaza Park will remain open throughout the construction period, with only small areas within being temporarily inaccessible.
The proposed project is categorically exempt from the provisions of the California Quality Act (CEQA) under CEQA guidelines Section 15301 “ExistingFacilities”Class 1(f). The Notice of Exemption will be filed with the County Recorder’s Office upon Council’s approval of the plans and specifications.
The cost of the project will be partitioned over the current and next fiscal year.
