6. DISCUSSION AND BACKGROUND
California Government Code Section 65400 requires that cities submit an annual report on the status of their General Plan and progress in its implementation to the Governor’sOffice of Planning and Research and the State Department of Housing and Community Development. Prior to submittal to the State, the annual report must first be presented to the City Council for review and acceptance. As a procedural matter, staff took the annual report to the Planning Commission at its February 23, 2022 meeting (Attachment 1, Planning Commission Staff Report). The Planning Commission unanimously recommended to have the report filed with the City Council for submittal to the State.

The General Plan Annual Report (contained in Attachment 1) details the key implementation actions that the City accomplished or made progress on in 2021. Some highlights of the City’s accomplishments in 2021 include:
· Made significant progress on the progression of the North Tustin Street Specific Plan · Completed multiple ordinance updates

Housing Element
The Housing Element is one of the state-mandated elements of the General Plan. The Department of Housing and Community Development (HCD) requires the reporting of Housing Element Implementation on specific state reporting forms. The method of reporting of Housing Element implementation is established by HCD with the purpose of tracking overall housing production in a community, as well as a jurisdiction’s progress toward meeting its regional housing needs assessment (RHNA) allocation. The City’s Housing Element Implementation Progress Report is contained in Attachment 1.

In summary, building permits were issued for 133 new residential units in 2021: 56 units were accessory dwelling units, three units were single family residences, and 74 units were apartments/multi-family units. More detailed information about unit affordability assumptions is provided in Attachment 1. The one unit that falls into the very-low affordability category was a partnership of the Orange County Health Care Agency in collaboration with Orange County Community Resources and Jamboree Housing for the creation of Cypress House for housing of homeless individuals living with mental illness at 555 N Cypress Street. The City’s progress in meeting its Year 2014-2021 RHNA goals is summarized in the table below.
