6. DISCUSSION AND BACKGROUND
In November 2011, the City Council adopted an ordinance eliminating reimbursement for the City Council members expenses incurred in the performance of their official duties, or otherwise having those expenses paid for in advance by the City. Since the adoption of that ordinance, no Council member has been able to receive reimbursement for City related training, travel, or attendance at meetings or events directly affecting the City’s interest.

Recognizing the need to have a presence and influence on issues and events with local, state, and federal significance, the City Council adopted Ordinance No. 09-21, reestablishing the ability for City Council members to receive reimbursement for expenses incurred while performing the official duties City of Orange Printed on 3/3/2022Page 1 of 2

Item #: 9.1. 3/8/2022 File #: 22-0134
Council members to receive reimbursement for expenses incurred while performing the official duties of their office. Pursuant to state law, before expenses may be reimbursed, the City Council must adopt a written policy, in a public meeting, specifying the parameters for reimbursement.

The policy identifies the activities and expenses eligible for reimbursement and the procedures to receive payment. Additionally, it satisfies state law requirements that City Council members produce written documentation and an expense report form detailing all expenses incurred, and to provide a brief report to the City Council on all meetings attended on behalf of the City, in order to receive reimbursement.

Finally, it should be noted, should a City Council member decline reimbursement from the City, the provisions of this policy would not apply.
