City Traffic Commission
Item #: 3.1. 3/9/2022 File #: 22-0092
TO: Chair and Members of the City Traffic Commission
THRU:
FROM: Larry Tay, City Traffic Engineer
1. SUBJECT
Proposed modifications to the City Traffic Commission Schedule
2. SUMMARY
As currently prescribed by resolution of the City Council, regular meetings of the City Traffic Commission (CTC) are scheduled to occur monthly unless cancelled. The recent volume of consideration items presented to the CTC is such that has resulted in random cancellations due to lack of agenda items. A reduced, bi-monthly schedule would result in a similar number of meetings actually taking place, but with greater scheduling consistency.
3. RECOMMENDED ACTION
Concur with the proposed bi-monthly CTC meeting schedule presented herein; and authorize staff to present to the City Council for approval
4. FISCAL IMPACT
None.
5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community
a. Provide staffing and resources to deliver services that ensure public safety.
6. DISCUSSION AND BACKGROUND
The attached City Council Resolution No. 9640 fixes the CTC schedule as follows:
· Traffic Commission shall meet in regular session on the second Wednesday of every month and convene at the hour of 5:30 PM;
· If any regular meeting date should fall on a holiday, the same day in the following week shall be designated as the meeting day; and
· Special meetings may be called by the Chairman or a majority of the Commission.
Notwithstanding the above, recent trends in the number of action items brought forward each year have indicated that monthly meetings are no longer necessary for the CTC to fulfill its responsibilities.
In fact, since 2016, the CTC has convened, on average, 5-6 times per year to consider, on average, 2-3 agenda items per meeting. The presumption of a monthly meeting combined with the potential City of Orange Printed on 3/3/2022Page 1 of 2

2-3 agenda items per meeting. The presumption of a monthly meeting combined with the potential lack of agenda items has led to a number of random meeting cancellations, with the resulting scheduling inconsistency being a potential source of confusion.
To address this, staff proposes the following CTC schedule:
· Reduce the meeting frequency, from monthly to bi-monthly, with regular meetings to occur on the second Wednesday of every even-numbered month (February, April, June, August, October, and December);
· Retain the 5:30 start time; holiday provision; and ability to call special meetings.
It is staff’sbelief that the aforementioned proposal will appropriately reduce the meeting frequency while providing sufficient flexibility to conduct all necessary business. Moreover, a reduction in the meeting frequency would provide more consistency and, more importantly, certainty in the CTC schedule. And, it would reduce the occurrence of cancellations and “single-item”agendas which, from a resource allocation perspective, is becoming inefficient. Lastly, staff will remain committed to calling special meetings anytime a public safety matter requires the CTC to take action before its next regularly scheduled meeting.
Staff respectfully recommends that the CTC concur with the proposed schedule and authorize staff to present a corresponding resolution to the City Council for approval.
