6. DISCUSSION AND BACKGROUND
In September 2021, the Traffic Engineering Division (“staff”)received a request that the south side of Collins Avenue between Hart Street and 2842 Collins Avenue (generally between Hart Street and Fire Station 2) be added to the City’sNeighborhood Parking Permit Program (NPPP.) This segment of Collins Avenue is just over one block in length and affects ten parking spaces. For permit parking to be considered, all NPPP guidelines and criteria must be met, including those for parking occupancy and neighborhood support.

Parking Occupancy
Staff mapped and counted the number of legal parking spaces in the affected area. Because the demand for on-street parking was highest in the evenings, staff conducted the parking observations during those hours. Beginning at 5:30 P.M., and progressively later each night, staff made seven observations in the subject neighborhood, including one Sunday observation. Per the City’sadopted NPPP, a street parking occupancy rate of 75% is required to qualify for permit parking. The level of City of Orange Printed on 3/31/2022Page 1 of 3

parking occupancy observed by staff for the study area is 82.9%.

Petition
Because the parking occupancy exceeded the minimum 75% threshold, a petition was circulated to determine the level of neighborhood support. A petition letter and a list of permit parking advantages and disadvantages were sent to each of the resident or absentee property owners and in the study area.

Affected Streets Households In Favor Households OpposedUnreturned Collins Ave. 8 87.5% 0 0% 1 12.5%
The above petition results indicate that this segment of Collins Avenue has 87.5% of property owners in favor of the permit parking program, which exceeds the minimum NPPP requirement of 75%.

Based on the above, the parking occupancy and petition support thresholds are satisfied. In addition, Collins Avenue satisfies all other requirements of the NPPP for permit parking consideration.

If approved, the Orange Police Department would issue the permits to eligible households Participation in the permit program is voluntary; however, after implementation any vehicle parked on the street without a permit will be subject to citation.

Analysis
Staff has documented a consistently high demand for on-street parking in the subject area that becomes progressively greater through the evening hours. The level of parking demand exceeds the minimum requirements under the policies of the NPPP. Upon receipt of any permit parking request, staff defines the limits and extent of the potential permit parking area (study area.) In certain cases, the study area is modified or expanded in order to pre-emptively mitigate the potential shift of parking demand onto adjacent streets with questionable parking capacity.

In this particular case, when establishing the study area, staff also evaluated parking demand on the adjoining streets of Hart Street and Barkley Avenue. The results of the evaluation indicated that parking demand on these streets does not appear high enough to meet parking occupancy thresholds, even if all ten vehicles displaced from Collins Avenue were to move into the adjoining neighborhood. In addition, any displacement of vehicles is likely to distribute among various streets in a manner that would minimize impacts to any one location. Therefore, proposed permit parking area is confined to the originally requested limits described above and similar in size to several previously approved permit parking areas within the city.

Recommendation
Staff recommends that the Traffic Commission approve the implementation of a Neighborhood Parking Permit Program on the south side of Collins Avenue from Hart Street to 2842 E. Collins Avenue.

The proponent and all residents within potential impact areas of this neighborhood were notified of this item on Traffic Commission Meeting agenda.
