and serious injuries on local roads. By utilizing the complementary tools of engineering, education, and enforcement, the LRSP will provide a holistic roadmap for improving traffic safety citywide.

Moreover, having a LRSP on file will ensure that certain federal funding streams remain accessible to the City, including the Highway Safety Improvement Program that has provided Orange with over $6.5M since 2010.

In October 2019, the California Department of Transportation (Caltrans) announced a call for applications to encourage local agencies to prepare LRSPs and seek assistance with funding. In response to the call, the Public Works Department submitted an application requesting the maximum allowable $72,000 (with an $8,000 local match), which Caltrans approved in January 2020. Council subsequently accepted and appropriated the project funds in July 2020.

In August 2020, Caltrans announced the availability of additional LRSP funding for larger cities, increasing the total amount that Orange was eligible to receive. In response, the Public Works Department submitted a request that Caltrans adjust the City’saward to $99,900 in state funding (with an $11,100 local match), for a project total of $111,000. Caltrans reviewed and approved this request for additional funding in November 2020. Council subsequently accepted and appropriated the additional project funds in January 2021.

Procurement:

City staff issued a request for proposals (RFP) for traffic engineering services related to the project on January 20, 2022 with a submittal deadline of February 10, 2022. Five consultants submitted their proposals for consideration, all demonstrating qualifying experience with similar projects.

A four-member selection committee was assembled to evaluate the consultants’proposals based on the following criteria:
· Project Team
· Project Understanding and Approach
· References
· Experience and Qualifications
· Schedule
· Responsiveness to the RFPAfter evaluation of all proposals, the selection committee ranked Kimley-Horn and Associates, Inc. as the top firm.

Kimley-Horn and Associates, Inc. (Kimley-Horn) consistently demonstrated their capability in executing projects similar to the LRSP through their proposal. With their extensive experience successfully managing LRSP projects and familiarity with Caltrans funding requirements, the committee determined Kimley-Horn‘steam would be best suited to support the City in administering the project.

If approved, the awarded contract amount would be $99,569.63 plus a 10% contingency of $9,956.96, totaling $109,526.59. Kimley-Horn’scost proposal falls within the project’sestimates for traffic engineering services which include, but is not limited to: project management and administration, data analysis, stakeholder meetings, development of traffic safety projects and programs, and document preparation.
