6. DISCUSSION AND BACKGROUND
Over the past few years, the City has contracted with Data Ticket, Inc. (DTI) for parking permit and citation processing services. Council approved the original agreement in August 2017, following the close of Request for Proposal (RFP 167-36). The results of the 2017 bid process yielded DTI as the top ranked firm who was extended a three-year agreement with the option to extend for an additional two years. In 2020, Council approved the First Amendment to Agreement 6504, extending the contract term for an additional two years through June 30, 2022, requiring a new agreement for these services.

DTI has been providing parking citation processing for over 30 years and permit solutions for the past 10 years. DTI relocated from Newport Beach to Irvine in 2017 and processes citations for over 400 clients across the United States. clients across the United States. The industry knowledge they possess allows them to understand the relationship between the City and Chapman University, provide a web-based citation and records management system, and provide payment collection services tailored to meet our needs.

The current scope of work includes a web-based system with an auto payment system, manual and electronic parking citation processing, permit fulfillment, courtesy notices, out-of-state collections, delinquent collections, appeals, hearings, joint/escrow bank services, and refunds.

Currently, DTI processes an average of 25,570 parking citations, 2,200 parking permits (renewal years), and 127 parking permits (non-renewal years) per fiscal year. Parking citations are managed online through DTI’sparking management system. Citations can be mailed to the collection center or paid online. DTI’sparking permit management program is designed to allow residents to apply for and purchase permits online. The system allows for annual permit renewals and is cloud-based with a “self-service”ability. Applicants can register for an account and upload documents for approval by the City or Data Ticket. The permit management system is scalable and designed to handle multiple permit types. Residents can also apply/renew parking permits at the Police Department front counter.

Other permits managed at the Police Department include business and landlord parking permits.

DTI manages the revenue and expenditures related to the scope of work; the account is reconciled monthly with net proceeds paid to the City. Revenue sources include the Department of Motor Vehicles, the Franchise Tax Board, and Data Ticket. Allowable expenditures include DTI processing fees, maintenance of handheld citation writers, regulated vehicles fees paid to the County of Orange, bank processing fees, miscellaneous refunds/NSF fees, and other expenditures as approved in advance by the City’s project manager.

The agreement is for continued parking permit and citation processing services through June 30, 2025, with automatic one-year renewals at the conclusion of the scheduled term. The agreement provides an option to terminate with no less than 90 days written notice. In conjunction with automatic renewals, DTI may give notice of reasonable price adjustments for its processing services. If price adjustments are not approved, the department will have 30 days to respond in writing rejecting said price adjustments.

The Police Department is recommending an agreement with DTI for continued parking permit and citation processing services through June 30, 2025, and automatic annual renewals thereafter.
