Eisenhower Park has two vault aeration pumps that serve to circulate and oxygenate the water in the park’slake and stream system. One pump has completely failed and the other pump is only working at half capacity. Both pumps require replacement at a cost of $33,000. The City has a contract with Academy Electric, Inc. to provide electrical preventative maintenance and repair throughout the City.

This First Amendment allows the City’scurrent contractor to perform the necessary emergency repair work at Eisenhower Park.

Goal 3: Enhance and promote quality of life in the community a: Renovate, maintain, develop, and/or expand public use places and spaces.

6. DISCUSSION AND BACKGROUND
Two vault aeration pumps circulate and oxygenate the water in the lake and stream at Eisenhower Park. These two aeration pumps run 24/7 to properly oxygenate the lake water and are critical for the purpose of water clarity, reducing algae, and the sustainment of fish, fowl, and aquatic wildlife that live in and around the lake. Both City staff and the City’selectrical contractor, Academy Electric, Inc. (Academy), have inspected both pumps and assessed that one of the pumps has failed and the City of Orange Printed on 4/7/2022Page 1 of 2

Inc. (Academy), have inspected both pumps and assessed that one of the pumps has failed and the other pump will fail soon, as it is currently running at half capacity. During cooler weather and shorter days, the one vault aeration pump that is currently operational can support the lake circulation. As we get into the summer months, with longer days and higher temperatures, the result of only running one pump would be more cloudy water and more algae. If oxygen levels then get low enough, dead fish and wildlife could be a consequence. Therefore, it is crucial that both pumps are replaced as soon as possible to properly maintain the lake.

In June of 2019, the City Council approved an Agreement with Academy for preventative maintenance and repair of various electrical systems throughout the City. Academy provided a proposal for the necessary vault pumps replacement at a cost of $30,000. This cost includes two new vault pumps (as specified within the Amendment) for $20,000, crane with operator for $1,700, and all-inclusive labor for $8,300. Additionally, as these pumps have not been replaced in the last ten years, the project budget includes a 10% contingency to cover any unforeseen plumbing and materials costs.

Staff is recommending that City Council approve the First Amendment with Academy Electric in the amount of $33,000 to replace the two vault pumps at Eisenhower Park.

Additionally, staff is requesting an associated appropriation of $33,000 from the unreserved General Fund balance to complete the unplanned, yet necessary repair. The associated expense will be funded through the General Fund (100).
