6. DISCUSSION AND BACKGROUND
The Public Works Department recently completed phase 1 of the Well 28 Construction Project, which included drilling, casing installation, and well development in the Old Towne area of the City of Orange. Upon completion of groundwater quality testing, it was determined that the groundwater produced by this well contained PFAS concentrations exceeding current Notification Levels, but were below the Response Levels established by California Department of Drinking Water. The PFAS level found in Well 28 qualifies it for the PFAS Treatment Program sponsored by OCWD. Under this program, OCWD agrees to reimburse the City 100% of the design and construction cost of the treatment system.

In June 2019, the City selected Tetra Tech, Inc. (Tetra Tech) to design and provide construction support services for Well 28 and the adjoining pocket park. Because the groundwater quality was unknown at the time, the original scope of work did not include the design of a PFAS treatment system. After receiving the PFAS test results, the City requested a proposal from Tetra Tech to include a treatment system at Well 28. The scope of service under this Second Amendment will include the design of a treatment system that is consistent with other systems recently installed at other City wells. Additionally, Tetra Tech will reconfigure the pocket park’slayout to accommodate the treatment system while maximizing space for the proposed park.

Well 28 is expected to produce about 3,500 gallons per minute (gpm) and will play a vital role in supplying water to the city. This project is also partially funded by the Santa Ana River Conservation Conjunctive Use Program (SARCCUP). The well equipping phase, including the treatment system and construction of the park, will begin in the fall of 2022.
