6. DISCUSSION AND BACKGROUND
Katella Avenue from SR-55 to Harding Street pavement falls in the “poor”pavement condition category according to the City’sPavement Management Plan. Thus, the rehabilitation is necessary for the roadways with this pavement condition to prevent total pavement failure in the future. The Public Works Department has completed the preparation of construction plans and bid documents for the rehabilitation of Katella Avenue from SR-55 to Harding Street and is requesting authorization to advertise and receive public bids for the street rehabilitation work.
The improvements will include the cold milling of existing asphalt concrete pavement, asphalt concrete overlay, replacement of failed pavement areas, replacement of broken curb and gutter, reconstruction of ADA ramps to conform to federal guidelines, reconstruction of cross gutter and spandrel, adjusting utility covers to grade, and restriping the roadway. spandrel, adjusting utility covers to grade, and restriping the roadway. In addition to roadway surface improvements, this project will include improvements to the existing landscaped raised median with modifications to the irrigation system and landscaping.
Currently, the median island along Katella Avenue consists of tall pine trees, shrubs and wilted ground cover. The existing landscaping and irrigation lines were installed many decades ago and are in need of improvement. Since the tall pine trees are established, these trees will be protected in place. The shrubs, ground cover and existing irrigation lines will be removed and upgraded. In 2020, a similar street median landscape improvement project was complete along the same corridor on the west city boundary at Katella Avenue / Struck Avenue intersection. The plant pallet and landscape theme for the said completed project will be incorporated in the median island on Katella Avenue from SR-55 to Harding Street. Therefore, once the project is constructed, the east and west city gateways will be consistent and will provide continuity along the corridor.
The total cost is estimated at $868,000, including a 15% construction engineering and contingency.
Upon receipt of public bids, staff will return to the City Council and recommend any funding adjustments and award of contracts based on the outcome of the public bid.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder’sOffice upon Council’sapproval of the plans and specifications.
Construction is scheduled to begin in July 2022 and is expected to be completed by October 2022.
Specifications and cost estimates are available for review in the Public Works Department.
