Item #: 3.22. 4/12/2022 File #: 22-0193
This asphalt concrete overlay project will rehabilitate approximately two arterial streets and 48 residential streets throughout the City. The streets selected for maintenance are in accordance with our Pavement Management Plan, and generally fall into the “poor to fair” category. These streets require work at this time to prevent total pavement failure, which will save the cost of complete reconstruction at a much higher future costs.

The proposed arterial streets are as follows:

1. Batavia St from Metrolink Rail Road Crossing to Struck Avenue

2. Meats Avenue from Del Mar Avenue to Breckenridge Street The City Council previously approved advertisement for bids on February 8, 2022. The bid solicitation was advertised on March 10, 2022 for a period of three weeks and bids were opened on March 31, 2022. Four bids were received as follows:

1. R. J. Noble Company, Orange $2,732,380

2. All American Asphalt, Corona $3,087,777

3. Hardy & Harper, Inc., Lake Forest $3,122,000

4. Palp Inc.,dba Excel Paving Co, Long Beach $3,281,150 The low bid is about 0.3% lower than the Engineer’s Estimate of $2,740,700. Staff checked the references and qualifications for R. J. Noble Company and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that R. J. Noble Company be awarded the contract in the amount of $3,005,618, representing an original amount of $2,732,380 plus a 10% contingency of $273,238, for Annual Pavement Maintenance at Various Locations, Fiscal Year 2021-2022.

The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption will been filed with the County Recorder’s Office.

Construction is scheduled to begin in May 2022 and is expected to be completed by October 2022.
