1. SUBJECT
Award of Contract to Far Electric, Inc. dba Far Builders for the Automatic Door Upgrade at City Hall; Bid No. 21.22.31.
2. SUMMARY
One bid was received for the Automatic Door Upgrade at City Hall project (SP-4208) on March 17, 2022. The apparent low bidder is Far Electric, Inc. dba Far Builders, Anaheim, California, in the amount of $137,000, and authorize the Mayor and City Clerk to execute on behalf of the City.
3. RECOMMENDED ACTION
Approve contract with Far Electric, Inc. dba Far Builders in the total amount of $137,000 for the Automatic Door Upgrade at City Hall project; and authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
The total expenditure for this contract is $137,000 and will be funded through City Facility Improvements (19809) Major Building Improvements (725).

6. DISCUSSION AND BACKGROUND
This project will replace six increasingly problematic and antiquated automatic door systems at City Hall. There has been an increase in maintenance service requests, and the doors are beyond their life expectancy.
This solicitation for bids was informal per OMC Section 3.08.520 Public Projects-Informal Bidding Procedures. The project was bid on March 3, 2022, for two weeks, and one bid was received and opened on March 17, 2022 from Far Electric, Inc. dba Far Builders for $140,800.

Far Electric, Inc. dba Far Builders contacted the City and subsequently submitted a letter indicating a clerical error. The initial proposal showed that the subcontractor would perform 80% of the work.
However, the revised proposal reflects that 80% of the work will be performed by the prime contractor, resulting in a deduction of $3,800, lowering the bid amount to $137,000.
The bid is about 32% more than the Engineer's Estimate of $103,580. Staff checked the references and qualifications for Far Electric, Inc. dba Far Builders and found them acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, upon reviewing the bid and letter with the City Attorneys' office, staff recommends that Far Electric, Inc. dba Far Builders be awarded the contract of $137,000 for the Automatic Door Upgrade at City Hall project.
Construction is scheduled to begin in June 2022 and is expected to be completed by July 2022.
