6. DISCUSSION AND BACKGROUND
The Annual Sewer Replacement/Maintenance Fiscal Year 2021-2022 project is designed to upgrade the City’s aging sewer infrastructure by replacing pipes that are structurally deficient, improving pipeline capacity, and minimizing maintenance issues. This project will consist of sewer line maintenance funded by the Sewer Construction Fund.

This project will replace/upsize approximately 6,100 linear feet of existing 6”vitrified clay pipe (VCP) with 8” VCP and 1,200 linear feet of existing 15” diameter VCP with 18” VCP.

Additionally, it will include the replacement of existing undersized 10”reinforced concrete pipe (RCP) with approximately 625 linear feet of 24” RCP storm drain pipe on Katella Avenue and on Struck Avenue to accommodate the higher discharge volume from future Water Well No. 29. The funding for this work is from the Water Fund.

The City Council previously approved advertisement for bids on January 11, 2022. The bid solicitation was advertised on March 3, 2022 for a period of three weeks and bids were opened on March 24, 2022. Seven bids were received as follows:

1. TTS Engineering, Inc., Stanton $2,937,292

2. Big Ben Engineering, Inc., Irvine $3,076,950

3. Kordich Construction, Inc., Cypress $3,343,225

4. Vasilj, Inc., Irwindale $4,374,750

5. Ramona, Inc., Arcadia $4,484,750

6. GRBCON, Inc., Baldwin Park $4,605,399

7. Gentry General Engineering, Inc., Rancho Cucamonga $8,266,300 Upon review of the bids received, staff determined that the apparent low bidder, TTS Engineering, Inc., was not responsive to and did not conform in all material respects to the specifications contained in the City’sinvitation for bids. TTS Engineering, Inc. failed to meet the requirement for providing bid bond documentation.

The second lowest bid in the amount of $3,076,950 was from Big Ben, Inc. and is approximately 6% higher than the engineer’s estimate.

Staff checked the references and qualifications for Big Ben, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar size and scope to this project.

Big Ben, Inc. recently completed construction of the City’sAnnual Sewer Replacement/Maintenance Fiscal Year 2020-2021 project. Therefore, staff recommends that Big Ben, Inc. be awarded the contract in the amount of $3,384,645, representing an original amount of $3,076,950 plus a 10% contingency of $307,695 for the Annual Sewer Replacement/Maintenance project, Fiscal Year 2021- 2022.

The proposed sewer replacement is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “ExistingFacilities”Class 1 (b). The Notice of Exemption will be filed with the County Recorder’s Office.

Construction is scheduled to begin June 2022 and is expected to be completed within 120 calendar City of Orange Printed on 4/7/2022Page 2 of 3
