6. DISCUSSION AND BACKGROUND
The Public Works and Community Development Building was built in 1962, along with the other two City Hall buildings and Council Chamber at the Orange Civic Center. Minimal improvements have been done to the Public Works and Community Development front counter and public lobby since its construction. To ensure outstanding public service, the front counter along with the adjoining lobby area needs to be remodeled to deliver a welcoming and attractive environment for the public, as well as to provide a work area that will better serve the public and staff. Design work was performed by Secoy Architects at a cost of $26,720.
The City Council previously approved advertisement for bids on the Project on December 14, 2021.
The bid solicitation was advertised on February 17, 2022 for a period of four weeks and bids were opened on March 17, 2022.
Two bids were received as follows:
1) RS Construction & Development, Inc., Ontario $245,900 2) LM Rasmussen Construction, Alpine $306,900
Staff has checked references and qualifications for RS Construction and Development, Inc. (RS Construction) and found them acceptable. They have adequate years of experience in completing contracts of a similar nature to this project, including work for the City in 2021. Staff recommends that RS Construction be awarded the contract in the amount of $270,490, representing an original bid amount of $245,900, plus a 10% contingency of $24,590, for Public Works and Community Development Front Counter Remodel.
This project will yield additional counter space to function as an inviting "one stop shop”for the inter- related operations of the Community Development and Public Works Departments associated with the development review process. The work will include removing and replacing front counter, carpeting, terrazzo flooring, and painting. One of the existing double sliding glass doors will be removed and replaced with new glass storefront. New public seating, side tables, staff tables, and existing workstations will be replaced with better functional workstations.
Due to industry-wide supply chain delays, furnishings and workstations originally planned for purchase in Fiscal Year 2023 need to be ordered now so they can be installed in a timely manner at project completion. Staff is requesting the appropriation of $100,000 to cover the cost for furnishings and workstations ($60,000) and staff time for contract administration ($40,000). Since the front counter services will be entirely relocated to Conference Room “C”for approximately 30 days, all workstations and equipment need to be moved, requiring staff time to coordinate a seamless transition utilizing staff from Facilities, IT as well as both involved departments.
Construction is estimated to begin in May 2022 and is expected to be completed within 60 calendar days.
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The Notice of Exemption has been filed with the County Recorder’sOffice upon Council’sapproval of the plans and specifications.
