6. DISCUSSION AND BACKGROUND
The City of Orange maintains and operates a total of 158 signalized intersections, 141 of which are currently equipped with battery back-up systems (BBS). Through a combination of local and OCTA funding across the past several years, the City has been actively and incrementally retrofitting its traffic signal controllers with BBS, with the goal of achieving a secondary power source at all City of Orange Printed on 4/7/2022Page 1 of 2

traffic signal controllers with BBS, with the goal of achieving a secondary power source at all signalized intersections citywide. The purchase of these additional 17 BBS, together with 5 other units that have already been programmed for installation as part of other traffic signal synchronization projects, will complete that effort. This will allow for continued traffic signal operation everywhere in the city during short-term power failures. This is expected to enhance traffic safety for road users.
The 12 wireless radios will replace obsolete units that are either no longer working or supported by the manufacturer. These wireless radios provide a crucial link of communication between signalized intersections and the City’sTraffic Management Center (TMC), allowing staff to remotely monitor traffic signal operations and more immediately respond to traffic incidents.
Staff recommends the purchase of Myers battery back-up systems and E-Lite wireless radios. JTB Supply Company is the sole distributor for Myers products, including the battery back-up systems, for the Southern Region of the State of California. Myers BBS equipment has been selected by the City of Orange in previous projects for its reliability, and continuing with Myers BBS achieves consistency and maintenance efficiency throughout the City.
Staff reached out to multiple distributors for quotes for the wireless radios, with the following two quotes being received. The remaining distributors either did not respond or were unable to supply.
Encom Wireless Data Solutions Inc. $23,816.65
Crosstown Electrical & Data, Inc. $29,674.35
The total amount of the procurement is $135,004.27 (sum of original quotes of $98,914.50 for the battery back-up systems and $23,816.65 for the wireless radios, plus 10 percent contingency).
