Water quality sampling of City of Orange wells indicated elevated levels of per-and polyfluoroalkyl substances (PFAS) with concentrations exceeding the State of California Division of Drinking Water’s Response Levels (RLs). Currently, Orange has eight wells taken out of service until a treatment system is in place. Construction is ongoing at four of the eight wells and is anticipated to be completed in Spring of 2022.

The design of PFAS treatment systems for the remaining wells, including Well 20, is ongoing with City of Orange Printed on 4/7/2022Page 1 of 2

The design of PFAS treatment systems for the remaining wells, including Well 20, is ongoing with construction tentatively scheduled for the summer of 2022. Due to limited space available at the existing site of Well 20, the new treatment site will be situated 200 feet south of the Well on land owned by the Orange County Flood Control District (OCFCD). The Orange County Water District (OCWD) provides funding for the design and construction of PFAS treatment system facilities through a treatment agreement with the City; however, land acquisition is not a reimbursable project expense.

City staff approached the OCFCD, the property owner, to inquire and negotiate acquisition of permanent easements and a temporary construction easement on their property. There is an existing easement in favor of the City at the proposed site, though it has been determined to be inadequate in size for the Project needs. Additional easement is also required to cover existing and proposed underground utility spanning the distance between Well 20 and the proposed treatment site. A 10- foot wide temporary construction easement around the proposed treatment site and haul route access along the Santa Ana River east bank is also necessary to accommodate the construction of the facility.

The easements were appraised for a net purchase price of $31,564 as determined by the County’s appraiser. The net purchase price plus an administrative transaction payment of $5,000 amounts to a total payment of $36,564 to be paid to the OCFCD. Staff recommends the quitclaim of the existing easement and the acquisition of a new permanent easement and temporary construction easement to facilitate construction of a new PFAS treatment system facility at Well 20.
