6. DISCUSSION AND BACKGROUND
The Orange Police Department was first occupied in 1990. Existing furniture, including cubicles, desks, lateral file cabinets, credenzas, bookshelves, and wardrobes throughout the department are original to the building and have remained unchanged for the last 30 years. While the useful life of a police facility can range from 20 to over 50 years, building elements with the shortest lifespan are interior finishes, furnishings, and fixtures which typically last five to ten years. Existing furniture has far exceeded its useful life and needs to be replaced.
The Police Department consists of the Support Services, Field Services, and Investigative Services Divisions. The majority of office personnel, both officers and civilian, can be found in the Investigative Services Division. Accordingly, the department would like to implement a three-year plan, beginning City of Orange Printed on 4/7/2022Page 1 of 2

Services Division. Accordingly, the department would like to implement a three-year plan, beginning with the Investigative Services Division, to replace the existing furniture. The Investigative Services Division includes the following:
· Detective Bureau
o Crimes Against Persons Unit
o Property & Economic Crimes
o External Agency Stations
· Gang Unit
· Special Investigations Unit
· Records Bureau
The Investigative Services Division currently holds 50 cubicles and 12 offices that will require new furniture. The department will contract with Goforth and Marti (G/M) to provide strategic workspace services to design a cohesive workplace environment that defines the culture and characteristics of the department.
G/M has been in business since 1944 and specializes in products and services to customers in government, healthcare, education, and private enterprise. G/M offers superior customer service and expertise in design. They were responsible for furnishing the newly remodeled Emergency Operations Center and refurbishing the front counter lobby located at the Police Department. In addition, they were most recently contracted to furnish the new Fire Headquarters and Fire Station No. 1. G/M is a preferred vendor for furnishings with the County of Orange. The most cost-effective purchase price can be obtained through Regional Cooperative Agreement (RCA) No. RCA-017- 18010014, with G/M Business for the amount of $100,000. The RCA is on file in the Purchasing Division for review.
To fund the project, the department plans to use funds in the Police Department’sMaintenance and Operations budget previously slated for salary savings. The release of these funds will allow the department to replace and reorganize existing office space to improve the workflow and morale of the department.
Staff recommends that the City Council approve the purchase of furniture through RCA with G/M for a total not to exceed amount of $100,000.
