1. SUBJECT
Letter of Support for Senate Bill 1418 Regional Public Safety Collaborative.
2. SUMMARY
Senate Bill 1418 would provide for ongoing funding of regional programs to address homelessness, youth violence, and post-incarceration re-entry through the North Orange County Public Safety Collaborative.
3. RECOMMENDED ACTION
Authorize the Mayor to sign the letter of support for Senate Bill 1418.

6. DISCUSSION AND BACKGROUND
State Senator Josh Newman is sponsoring Senate Bill 1418 to ensure ongoing funding for the North Orange County Public Safety Collaborative (Collaborative) and establish a similar collaborative and funding for the Central Coast. The Collaborative coordinates the efforts of 11 cities, including the City of Orange, to regionally address the issues of homelessness, youth violence, and post-incarceration re-entry. Since its inception in 2017, the Collaborative has:
· Conducted the county’sfirst Homeless Census to create a by-name registry of unsheltered individuals.
· Funded over 48 programs for youth including counseling, tutoring, leadership development, and mentoring programs.
· Provided housing and supportive services for formerly incarcerated university students. · Assisted with the development of the Outreach Grid mobile data management and referral tool to instantly identify available shelter beds and other services.

· Regionalized street outreach and engagement services.
To date, the Collaborative has provided $118,181 directly to the City of Orange. This funding has been programmed for additional park security, trash/abandoned property cleanup, and funding for police activities to address homelessness.
