City Council
Item #: 3.39. 4/12/2022 File #: 22-0202
TO: Honorable Mayor and Members of the City Council
THRU: Rob Houston, City Manager
FROM: Christopher Cash, Public Works Director
1. SUBJECT
Modifications to the City Traffic Commission meeting schedule. Resolution No. 11388.
2. SUMMARY
As currently prescribed by City Council resolution, regular meetings of the City Traffic Commission (CTC) are scheduled to occur monthly unless cancelled. Based on the volume of consideration items actually presented to the City Traffic Commission, a reduced, bi-monthly schedule would provide for greater efficiency.
3. RECOMMENDED ACTION
Adopt Resolution No. 11388. A resolution of the City Council of the City of Orange rescinding Resolution No. 9640 and setting the date and time of meetings of the Traffic Commission.
4. FISCAL IMPACT
None.
5. STRATEGIC PLAN GOALS
Goal 1: Provide for a safe community
a: Provide staffing and resources to deliver services that ensure public safety
6. DISCUSSION AND BACKGROUND
City Council Resolution No. 9640 sets the City Traffic Commission (CTC) schedule as follows:
· Traffic Commission shall meet in regular session on the second Wednesday of every month and convene at the hour of 5:30 PM;
· If any regular meeting date should fall on a holiday, the same day in the following week shall be designated as the meeting day; and
· Special meetings may be called by the Chairman or a majority of the Commission.
Notwithstanding, recent trends in the number of action items brought forward to the CTC each year indicate that a monthly meeting schedule is neither optimal nor necessary. In fact, since 2016, the CTC has convened, on average, five to six times each year to consider two to three agenda items per meeting. This results in slightly over half of all regularly scheduled meetings being randomly cancelled, often due to a lack of agenda items. These cancellations lead to inconsistency and City of Orange Printed on 4/7/2022Page 1 of 2

cancelled, often due to a lack of agenda items. These cancellations lead to inconsistency and uncertainty in the effective CTC schedule which, if left unaddressed, could be a potential disservice to the community.
To address the above, staff proposes the following changes to the CTC schedule:
· Reduce the meeting frequency, from monthly to bi-monthly, with regular meetings to occur on the second Wednesday of every even-numbered month (February, April, June, August, October, and December);
· Retain the 5:30 p.m. start time and ability to call special meetings; · Establish Thursday of the following week as the designated meeting day in the event a regular meeting date falls on a holiday (this change, from Wednesday to Thursday, is to avoid potential scheduling conflicts with other City commissions and committees.) Staff believes that the proposed schedule appropriately reduces meeting frequency while allowing sufficient flexibility to conduct any and all necessary business. The changes are expected to achieve greater consistency and efficiency in the CTC schedule. More importantly, staff remains committed to calling special meetings whenever a public safety matter requires the CTC to take action prior to its next regular meeting.
At its March 9, 2022, meeting, the CTC voted 4-0 to concur with the proposed changes and authorize staff to present a resolution for City Council approval. The changes, if approved, would be effective immediately.
