6. DISCUSSION AND BACKGROUND
As an energy cost-saving measure in 2017, the City acquired 4,359 streetlight poles from Southern California Edison (SCE). About 2,024 of the acquired poles are steel poles of varying condition, some of which are connected by way of overhead electrical wires. As part of the SCE light pole acquisition, a portion of the annual savings ($120,000) has been programmed to identify and replace the steel poles that have shown sign of deterioration and in areas of high overhead maintenance.
Based on the ability to accumulate funding, a varying number of steel streetlight poles will be replaced with City standard LED-retrofitted concrete poles and existing overhead wires will be converted to underground conduits. At the time of the acquisition many of the steel poles were sampled to check their condition. The majority of the poles were found to be in fair to good condition, so at this time, the City can selectively replace these poles as needed with the available funding.
However, as the condition of the steel poles continues to deteriorate over time and as construction City of Orange Printed on 5/5/2022Page 1 of 2

However, as the condition of the steel poles continues to deteriorate over time and as construction costs escalate, additional funding will likely be needed in future years to further augment the replacement program.
The poles to be replaced are dispersed throughout the City. The 22 poles selected for replacement for this year’sproject were identified and prioritized based on their condition and proximity to parkway trees. These poles and wires are at higher risk of damage and ensuing need for maintenance/repair due to falling tree branches.
