6. DISCUSSION AND BACKGROUND
The City has developed a plan to provide core services for its unhoused community, a population that has been affected by COVID-19, as Mary’sKitchen vacates the property located at 517 W. Struck Avenue. The City is collaborating with local nonprofit organizations and contracting with several vendors to provide food services, mail pick-up, showers and restroom facilities (including ADA facilities), and laundry services. The COVID-19 pandemic has impacted this population; providing showers, restroom facilities and laundry services is essential in promoting good hygiene to reduce rate of infection/sickness that can be caused by COVID-19.
United Rentals (North America), Inc. provided the lowest cost for a shower trailer, which includes eight showers, and six portable restrooms and two wash sinks. United Rentals has a cooperative purchasing agreement (CPA) through Sourcewell (number 062320-URI) for the City to retain services and lock in rates. Under the CPA, the cost is approximately $30,000 per month for facility rentals and City of Orange Printed on 5/5/2022Page 1 of 2

and lock in rates. Under the CPA, the cost is approximately $30,000 per month for facility rentals and servicing.
Securing the necessary units required lead-times for the vendor of upwards of one month. As a result, the City currently has a purchase order in the amount of $30,000 to complete shower and restroom services for May 2022.
The City is committed to providing services for one year, unless otherwise directed by the Court, at an estimated cost of approximately $360,000 and therefore, staff is requesting authorization for a purchase order with United Rentals in this amount.
At its April 12, 2022 meeting, the City Council appropriated $746,884.76 in Community Development Block Grant (310) funding for the 517 W. Struck Avenue Transition Plan. This expense will be funded through this appropriation. Should additional funding be required for this or any other transition plan services, staff will return to the City Council with an additional appropriation request. The City also has purchase orders for rental services with US Mobile Kitchen for a laundry trailer and Royal Restrooms for ADA showers. Staff anticipates bringing forward agreements for these services to the Council in the future.
