6. DISCUSSION AND BACKGROUND
The City’s Neighborhood Permit Parking Program (NPPP) provides a mechanism for protecting residential streets from commercial parking overflow. Under the City’sNPPP guidelines, a request for permit parking may be initiated by a resident in an affected neighborhood.

Staff received such a request for permit parking on the south side of Collins Avenue between Hart Street and the easterly residence at 2842 E. Collins Avenue. This segment of Collins Avenue is just over a block in length and affects ten parking spaces.

A review of the residential streets adjoining the study area, specifically Hart Street and Barkley Avenue, were also evaluated. The results of the evaluation indicated that parking demand on these streets does not appear high enough to meet parking occupancy thresholds, even if all ten vehicles displaced from Collins Avenue were to move into the adjoining neighborhood. In addition, any displacement of vehicles is likely to distribute among various streets in a manner that would minimize impacts to any one location. Therefore, the proposed permit parking area was confined to the originally requested limits and is similar in size to several previously approved permit parking areas within the city.

Parking Occupancy
In order for permit parking to be considered, at least 75 percent of the available on-street parking in the study area must be occupied during the perceived problem times. Staff conducted a parking occupancy study, the result of which indicated that approximately 82.9 percent of the available on street parking was being used on a recurring basis. Thus, the occupancy requirement is satisfied.

Residential Support
In addition, at least 75 percent of the area residents must support the proposal. Petition forms returned to the City indicate that 88 percent of the affected property owners support permit parking, exceeding the minimum required.

Lastly, Collins Avenue satisfied all other requirements of the NPPP for permit parking consideration.

This matter was presented to the City Traffic Commission (CTC) at is February meeting, during which four speakers supported the item (none opposed.) The CTC then voted 4-0 to approve the request and forward to the City Council for final approval.

PALM AVENUE/PARK LANE
At its January regular meeting, City Council approved permit parking Area “W”,comprised of portions of Orange Grove Avenue, Madison Avenue, and Wayfield Street, all of which are located north of Walnut Avenue.

Concurrently, City Council directed staff to send petition letters to the nearby neighborhood south of Walnut Avenue (generally bounded by Wayfield Street, Palm Avenue, Highland Street, and Mt.

Vernon Avenue.) The Council also directed staff to return with a report, if and when said neighborhood or portions thereof satisfy the minimum required 75 percent support. Three petition letters were sent to facilitate maximum public participation, the results of which are delineated below. · Wayfield Street between Palm Avenue and Walnut Avenue; 64% · Wayfield Circle south of Palm Avenue; 50%
· 200 N. Block of Park Lane; 78%
· 300 N. Block of Park Lane; 50%
· Highland Street between south terminus and Sycamore Avenue; 25% City of Orange Printed on 5/5/2022Page 2 of 4

· Mount Vernon Avenue between Wayfield Street and Le May Court; 60% · Martha Avenue east of Park Lane; 50%
· Sycamore Avenue between Wayfield and Highland streets; 50% · Palm Avenue between Wayfield Street and Park Lane; 83% Because the overall neighborhood received 54 percent support (64 of 119 homes) for permit parking, staff did not recommend implementation of permit parking across the entire area. However, two street segments contained within did individually meet or exceed the 75% percent threshold and as such we are recommending implementation of permit parking for these segments:
· Palm Avenue between Wayfield Street and Park Lane; and · 200 North Block of Park Lane.

SUMMARY
Based on the above, staff recommends approving permit parking on the south side of Collins Avenue between Hart Street and 2842 E. Collins Ave. This would be designated as Area “X”,which would stand alone as a permit parking area.

In addition, staff also recommends adding the following streets to the previously-approved permit parking Area “W”: both sides of Palm Avenue between Wayfield Street and Park Lane; and both sides of Park Lane between Palm Avenue and Dana Place.

Residents within potential impact areas were notified of this agenda item. Supplemental notifications (not attached) have also been sent, clarifying that the meeting begins at 6PM, rather than 5:30PM as previously stated.

If approved for implementation, the Orange Police Department will issue the permits for eligible households. While participation in the permit program is voluntary, any vehicle parked on the street without a permit would be subject to citation.
