Re: Agenda Item 7.2 - Request for Permit Parking on a portion of Collins Avenue, and on sections of Palm Avenue and Park Lane. Resolution No. 11385.

In response to notification letters that were sent to property owners potentially affected by this item, a number of comments were submitted directly to city staff via e-mail. The comments are from the neighborhood surrounding Palm Avenue and Park Lane, many of which support permit parking in general but express concern over not expanding it to other streets in the area. All are attached for reference.

Subject: 5/10/22 Mtg: Agenda item 7.2 recommendation 2
Dear Mr. Allenbach:

I recently received notice that the City Council would be hearing a request to add neighborhood parking permits on Park Lane and a section of Palm Avenue. Parking has long been a problem in the neighborhood and I have attended neighborhood meetings
regarding permits. I am completely in favor of the much-need permits, however, my neighbors and I were NEVER told that there was a possibility that "sections" would receive permits, while others would not. We assumed that it was "all or none." Because "sections" are being considered, the rest of the neighborhood will be overrun with vehicles more than ever. It doesn't seem right! That being said, why aren't the apartment owners being held responsible for the chaos that they have created by not having proper parking for their tenants? All I know is that I have to fight for a space to put my garbage out on collection day. Do I need to leave my trash can at the curb 24/7? You may not think that is a big deal, but when one has handicapping conditions and difficulty walking, it's tough. The struggle is real. Should I have to race out to my front yard as soon as a vehicle pulls away for my chance at a place for waste disposal? Oftentimes, cars are left for long periods of time. Recently, a truck was in front of my house AND did NOT move for 8 days. I haven't called it in as I am trying to be kind and 1 decent. I also don't appreciate the trash dumped outside the vehicles and onto the parkway or the street.

When I bought my house on Wayfield, the neighborhood was cute and homey. Now it's a wall a cars. Please help bring this neighborhood back to what it was...a gem in the City of Orange. My neighbor has had to park his car on (mid-block) Park Lane as they have limited parking in their driveway. This should not happen to a homeowner period! Please try to find a solution that will help all of the homeowners in the neighborhood. I apologize for not being able to attend this meeting in person, but l teach and I have professional duties at the time of your meeting.

Thank you for your time.

Respectfully,
Carol Young
Wayfield Street homeowner

Subject: Agenda 7.2 Recommendation #2
Dear Mr. Allenbach,
My husband and I live at For several years we have noticed a steady increase in cars overflowing from the apartments on Palm Street and the heavily congested street of Oak. This impacts us because we are 5 houses from Palm street, where our street dead end's into an apartment complex.

For some time, we have been looking for a solution. We held neighborhood watch meetings where parking permits were discussed along with an increase in crime. We were happy to see that earlier this year, a petition was sent to each house on our street and the surrounding streets to vote for parking permits. In a recent letter from the city, however, we learned of the recommendation to approve permits only for a portion of Palm and Park Streets. As you can imagine, requiring permits on these streets only will push those needing parking to find that parking elsewhere, likely on Wayfield and Sycamore streets.

We understand that renting is tough - people are sharing apartments that were meant for one person, thus there is overflow parking. But this recommendation will not solve that problem. Further, the parking congestion is so bad already, shutting down only certain streets will impact the other streets more negatively.

Lastly, the original petition never stated that each street could be separated and permits allowed on individual streets.

Furthermore, there was not a map included of each street. We respectfully request that a clearer petition be sent, or a dismissal of the recommendation occur.

Thank you for time,
Michele and John Bivens

The original petition did not mention each street was individual and there are no maps. The approval of Palm will not help the situation in our neighborhood and will only make it worse. This petition needs to be resent or dismissed.

Good Afternoon,
I am contacting you about Agenda 7.2, recommendation #2. The original petition never stated that each street was individual, it was to cover our entire neighborhood. How would it make sense to just have certain streets, it would just push the parking issue further into our neighborhood.

The neighborhood adjacent to us has permitted parking because of the issue with the apartments and condos and they are located further from them. Our neighborhood is directly next to them and affected daily.

They park illegally on corners, leave trash (fast food wrappers, beer bottles, etc.) and we have even caught people doing illegal activities such as drugs an having sex. Being a mother of a small child this is very disturbing! I have owned my home at for over 16 years and this problem keeps getting worse! We have been asking for permitted parking (weather it is " no overnight Parking" or "Permitted Parking only") for years and the problem is only getting worse. We have all had to call the police several times just over the last few months.

We need a resolution for our entire neighborhood, not just certain streets. I will be there tomorrow night, but it is pointless if you are only going to do certain streets and not our entire neighborhood.

I hope that we can find a resolution to this sooner than later.

Thank you,
Heather Carr

Subject: Neighborhood parking permit program
Hi Dave,
Regarding your letter from April 27, it appears the area in question has changed from the earlier mail voting poll to not include North Highland Street, is that correct?
The letter outlines permits for Park Lane from Palm Avenue to Dana Place; and Palm Avenue from Wayfield Street to Park Lane. Meaning the permit area would end at North Highland Street, potentially pushing the cars currently using street parking on Palm and Park onto North Highland Street outside the newly permitted area.

I want to make sure I have a clear understanding of what's being proposed prior to the city council meeting on May 10.

Thanks,

Subject: Parking Permit Program
Hi Mr. Allenbach,
I received the letter from the City of Orange regarding the upcoming hearing t(May 10) to add a neighborhood parking permit program to both sides of Park Lane from Palm Avenue to Dana Place AND both sides of Palm Avenue from Wayfield to Park Lane. I certainly hope that l am misreading this, as approving a permit for these areas would further worsen the issues we are facing on Wayfield from the outrageous number of individuals on Oak Street and other surrounding apartments using both Wayfield Street and Park Lane as their own personal parking lot. We are tired of picking up their soiled diapers, used condoms, empty beer cans and other trash that they toss from their vehicles. Very often we are unable to put our trash cans on the street for pick up because of the number of cars and trucks from people that don't live on this street.

In addition to these concerns, me along with multiple other neighbors are questioning why the original letter we received never stated individual streets for approval?
I have been a property owner in Orange County since 1985 and have lived in Orange since 2013. Please know that me and my many neighbors have been working to try and have this issue properly addressed. We are extremely frustrated.

I plan to attend the hearing on Tuesday but an reaching out to you to see if there is anything else we might be able to do to assist us with the growing program.

Thank you advance for listening to my concerns,
Frances Wilson

I own the property at You have excluded several streets from your permit program. These are:

Mt Vernon from Wayfield to Highland
Park Lane from Mt Vernon to Sycamore
Sycamore to Highland
Wayfied Street from Walnut Ave to Palm Ave If these streets are not protected by parking permits it will encourage outlying neighborhood residents ie Oak Street to park in our neighborhood. It alleviates some parking congestion but only causes more parking congestion east of Wayfield in our area fromOak Street residents I hope you will have another meeting to consider these additional streets.

I would appreciate a reply by email.

I live I Montana and cannot attend the meeting on May 10.

Thank you for your consideration of this matter.

Subject: Parking Permits 5/10 Agenda 7.2 Recommendation #2 This original petition never stated that each street would be reviewed individually and it didn't show maps of each of these streets. If this passes, you have just created a greater disaster for the residents on Wayfield Street and adjoining streets by pushing parking issues into our neighborhood. Our neighborhoods are used as their personal garage, carpool lot, weekly lot, work truck lot and motel where peeing and depositing trash is the norm. Along with just being rude at 1am, 3am, 5am when parking or starting their cars while people are trying to sleep. Resend the petition that is more clear or dismiss the whole process that is flawed.

Hello. Just wanted to give my opinion of how these parking permits are turning out. While it's obvious there is a parking problem due to surrounding overcrowded apartments. It makes no sense to approve 2 streets, which are the busiest, most crowded. Just to have overflow go deeper into our neighborhood. I live at : We've been trying to get parking for over 8 years, but obviously failed this time due to poor planning and getting the word out. The original petition that was mailed never mentioned it was going on a street to street basis, and I think If neighbors were more informed of how it worked, it may have turned out differently. No matter what, approving Palm street is going to greatly affect the rest of the neighborhood. I hope this petition doesn't pass at all, or it gets resent with more accurate information.

Thank you,

Subject: RE: City council meeting on May 10 [ATTN: Dave Allenbach] Hello Mr. Sanchez,
We can consider both the entire area but we allow for the individual streets in the study area to determine what is best for them. If the entire neighborhood had met the 75% approval threshold then all streets in the neighborhood would be included in the permit area. However, since the entire neighborhood was below that 75% threshold we looked to see if any of the individual streets met that 75% threshold and the only to streets that did were Palm Ave. between Wayfield St. and Park Lane and Park Lane between Palm Ave. and Dana Place.

Subject: City council meeting on May 10 [ATTN: Dave Allenbach] Hello Mr. Allenbach,
This is the Sanchez family residing at in Orange. We are leads in our NextDoor app community and would like to address our concerns about implementing permit parking.

Section 7.2 item #2 in the agenda minutes for Tuesday's meeting only shows Park lane and Palm for permit parking.

When we signed the proposal, the verbiage and diagram stated it was for the neighborhood and not only certain streets that would be selected by the city after we signed. (Please see attached or below) Can you please elaborate as to why only the 2 streets above are mentioned for being eligible ? It is very disappointing if only those 2 streets are selected and not the original plan if the entire neighborhood. The rest of our neighborhood especially Wayfield street will be forced to suffer the consequences of the overflow parking in which we are already beginning to consume.

Entering and exiting Wayfield st has become an issue as well with the excessive parking from surrounding neighborhoods. Parking permits could help limit this safety risk of not being able to properly see when exiting onto Walnut or Palm from Wayfield.

In the 12 years that I have lived on Wayfield, I have lost count of how many times that I couldn't see a vehicle approaching because of surrounding neighborhood vehicles were obstructing my view.

I didn't purchase a house in orange to deal with these sorts of parking issues. I ask that the City of Orange put themselves in the shoes of myself and neighborhood and highly consider revising the permit request back to the original 10 streets of the surrounding neighborhood of Wayfield. 1 I cannot attend on Tuesday as I have prior engagements, but I do look forward to hearing from you and about the outcome.

Subject: RE: Neighborhood Parking Permit - Park Lane/Dana Place/Palm Ave/Wayfield Hello Irene and Dennis,
Palm Avenue and the 200 block of Park Lane (the reach between Palm Ave. and Dana Place) were the only two streets in the neighborhood the met the 75% majority approval by the property owners. So Palm Avenue and the 200 Block of Park Lane are being considered for permit parking at the May 10 City Council Meeting.

We are in receipt of the April 27, 2022, letter regarding the City Council hearing to add a Neighborhood Parking Permit Program to the subject streets.

Please advise, have the other streets listed in the January 19, 2022, letter (attached) been denied consideration for the Neighborhood Parking Permit Program?
If so, why?
There was no mention in the April 27, 2022, letter that the area was being reduced.

Thank you,

Hi Gabe,
That's correct the only two streets being considered for permits are Palm Ave. between Wayfield St. and Park Lane and Park Lane between Palm Ave. and Dana Place. These two streets were the only streets that met the 75% property owner approval for permit parking.
