Utilities
Goal:
Notify and coordinate with all utility companies at each project intersection and along the new fiber optic communication conduit/cable alignment.
Strategy:
Coordinate with utility companies during the preliminary engineeri ng and design phase in
order to stay clear and/or identify potential utility impacts and provide alternative solutions.
This project will require close coordination with utility companies to avoid any conflicts during the construction and minimize utility relocations. Coordination with the utility companies will be required to determine the location of the existing utility lines
along the corridor and project
-
signalized intersections, in order to
provide proper vertical and horizontal clearance at locations where new improvements, including traffic signal poles, signal conduit, and new fiber optic communication conduit/cable . Field
verification of other physical constraints must be addressed during the preliminary engineering and design phase in order to avoid change orders during construction.

Five o
f the intersections are within
the
City of Orange's
jurisdiction.
One
of the intersections
is
within the City of
Villa Park's
jurisdiction. One of
the first
orders of work
is to coordinate with the project
stakeholders

3 CORRIDOR CHARACTERISTICS
This project covers the 1.3 mile segment of Santiago Boulevard which stretches from Santiago Boulevard/
Arden Villas Drive in the City of Villa Park to Robinhood Place in the City of Orange. The corridor includes
6 signalized intersection under two jurisdictions: City of Villa Park (1 intersection ) and City of Orange (5
intersections).
Santiago Boulevard
is
a north/south
corridor
provides direct access Katella Avenue to the south, provides direct access to the SR

during the morning peak periods, and a reverse inflow d uring
the afternoon peak periods.
The project corridor serves
four sch

that are located within a half mile of the corridor
:
Orange Lutheran
High
School
Villa Park
High School
Serrano Elementary
School
Cerro Villa Middle School
These schools generate notable volumes of traffic
Santiago Boulevard during the arrival and dismissal
times. Santiago Boulevard provide direct access to Orange Lutheran High School, Serrano Elementary School,
and Cerro Villa Middle School.
Schools usually
attract high volumes of vehicular and pedestrian traffic in short periods of time (30 to 45 minutes) in the morning and early afternoon. The school morning peak typically coincides with the peak commute period (6:00 a.m. to 9:00 a.m.), whereas the school early afternoon peak (2:00 p.m. to 3:00
p.m.) happens between the midday (11:00 a.m. to 2:00 p.m.) and evening peaks (4:00 p.m. to 7:00 p.m.).
ROADWAY CHARACTERISTICS
The project corridor starts at
Santiago Boulevard/ Arden Villas Drive in the City of V illa Park, as a 4
-
lane
roadway with
protected left turn pockets
, except Villa Real Drive and Robinhood Place have permissive
left turn
s
, and
split phase operations are provided for outbound traffic from Robinhood Place.
There are
dedicated bike lanes
alon

and parking is
not allowed
on both sides of
the street.
The posted speed limit is
35 miles/hour.

Pedestrian Activity:
Pedestrian
traffic is an important factor on
San

along the corridor.
. Overall, in the development of signal coordination, we have to manage the competing interests of providing continuous flow of traffic on the main street, providing adeq
uate time for pedestrians to cross the street, and minimizing the wait time for side street traffic.
ADVANTEC will analyze pedestrian counts at these intersections, and our timing plans will ensure that the
pedestrian splits (walk + flashing don’t walk ti

Need f
or Special Plans and Traffic Responsive Operations
:
–
Land uses that can cause off

surges include schools
and

. This results in inadequate amounts of green time for side str eets during
these periods and associated cycle failures. ADVANTEC will work
with the City and
evaluate the use of
Traffic Responsive Operations for traffic signals adjacent to these special land uses. Traffic Responsive can better manage sudden peaks in traffic caused by incide
nts or special events.

Title Sheet
-
ADVANTEC will prepare a project title sheet. The project Title Sheet will include project title, vicinity map, general notes, benchmark with basis of coordinates, dig alert in formation, list of utility
companies with contact name and telephone number, sheet index, and legend of symbols.
Traffic Signal Improvement Plans
-
ADVANTEC will prepare traffic
signal improvement plans
for two new cabinet locations
. The traffic
signal
improvement plans are provided due to the type of
improvements that require adequate details of the project intersection, and to ensure it clearly shows the Contractor how to install and setup traffic signal, communication, and ITS equipment.
The types of
improvements typically include the combination of CCTV
cameras, video detection systems, Ethernet Switches, advanced transportation controller (ATC) units, pedestrian push buttons, countdown pedestrian heads,
EVP
s,
conduit and pull box replacement,
and other as indicated in the RFP.
The plans will include all
base mapping, as

necessary to facilitate the installation and construction of the project improvements.
The
traffic
signal modification
plans will be prepared at 1”=20’ or 1”=40’ scale.
Communication and ITS Schematic Plan
-
ADVANTEC will
prepare a detail sheet of the T
MC equipment and
communication between existing equipment and proposed
enhancements for a fully operational and control of field
equipment. This includes the project corridor
that illustrates
the general location of each traffic signal controller cabinet, ITS
elements, field communication hub cabinets, and connection to each TMC including the communications type and link. This is important because it gives the City an “at a glance”
understanding of the communication layout.
Fiber Optic Communication Plan
s
-
ADVANTEC will prepare the fiber
optic communication plans. The communications plans will include all base mapping from our field review, as
-
built information, and
utilities including the specified border, title block, signature block, and construction
notes, and any construction details necessary to
facilitate the installation of the project improvements.
The
communication system plans will be prepared in
AutoCAD
at 1” =40’
scale with blow
-
ups at 1” =20’ scale and in accordance with
standards set forth
by each City.
All plans will be prepared by a
registered Civil Engineer in the State of California.
Detail Sheet: Fiber Optic Assignment Plans
-
ADVANTEC will
prepare a detail sheets for fiber optic cable assignment details. This will show how each stra
nd is spliced and linked
to each traffic signal, communication hub, and City’s TMC.
This will be provided for each City per the project
improvements. It will show the fiber strands that are not used and can be reserved for future connections. This is a key
project component because it allows the City to know how many fiber strands are being used and its connection to each field element. This information is critical to trouble shooting, modifying and expanding the system.
Other Detail Sheets: Trenching, pu
ll box, conduit sweeps, controller cabinet,
and
CCTV
-
ADVANTEC will
prepare other details sheets for the work related to the traffic signal improvements, ITS, and the fiber optic communications. This includes, but not limited to, trenching details, pull b ox placement detail,
conduit sweep details, conduit entering controller cabinet foundation details, controller cabinet layout,
and
CCTV camera. Construction notes and other details will be provided to facilitate the project improvements.

Engineering costs will be controlled by frequent monitoring and early identification of any design change affecting project costs. This monitoring is accomplished easily through
ADVANTEC
's comprehensive Work Breakdown Structure, which will be based on the detailed Scope of Work developed for the project. Construction costs will be controlled with a cost trending technique, which uses as a starting baseline the original construction cost estimate prepared for the project. This
cost estimate will then serve as the final baseline upon which any changes are measured. For all items that potentially may increase the baseline cost, careful analysis of lower cost options will be undertaken.
Th
ese techniques will keep the baseline construction estimate up to date and will allow members of the project team to monitor the cost impacts of their decisions.
