6. DISCUSSION AND BACKGROUND
Background:

The City of Orange currently maintains and operates over one hundred fifty traffic signals, as well as a signal communications network that links many of those traffic signals to the City’s Traffic Management Center. Traffic signals that are network integrated can be monitored in real time, facilitating better congestion management and incident response. In addition, more reliable signal synchronization can be achieved at on-network signals. While the City’s existing signal communication network is fairly extensive and integrates a majority of signalized intersections, a few gaps remain, including portions of Katella Avenue and Santiago Boulevard that will be addressed City of Orange Printed on 6/9/2022Page 1 of 3

through this project.

Moreover, the signal communications network generally consists of fiber optic lines and wireless devices, the former of which is more capable, durable and reliable. Currently, on Katella Avenue, signal communications are provided via fiber optics between Main Street and Tustin Street. East of Tustin Street to the City limits at Villa Park, communications are provided via wireless radios. The project will extend from the current fiber optic termination point and carry out the fiber optic lines to the western city limits with Villa Park, and continue north along Santiago Boulevard to terminate at Meats Avenue. The existing wireless communication system from Tustin Street to Santiago Boulevard will be removed.

Along with extending the fiber network along the corridor, the project scope includes upgrades to the controller cabinets and communication appurtenances and traffic signal synchronization of Santiago Boulevard.

Santiago Boulevard is a traffic corridor that primarily services residential, nearby schools, and access to primary arterials. The 1.5-mile stretch from Robinhood Place to Katella Avenue experiences significant congestion from the four schools located along the route, as well as commuter traffic during the AM and PM peaks. The Katella Signal Network Extension project proposes traffic signal and communication equipment upgrades and development and implementation of optimized signal synchronization plans to best accommodate prevailing traffic patterns.

Procurement:

City staff issued a request for proposals (RFP) for traffic engineering services related to the project on April 7, 2022 with a submittal deadline of May 5, 2022. Three consultants from the City’son-call traffic engineering bench submitted proposals for consideration, all demonstrating qualifying experience with similar projects.

A three-member selection committee was assembled to evaluate the consultants’proposals based on the following criteria:
· Project Team
· Schedule
· Project Understanding and Approach
· Cost Proposal
After evaluation of all proposals, the selection committee ranked ADVANTEC Consulting Engineers, Inc. (ADVANTEC) as the top firm.

ADVANTEC consistently demonstrated their capability in executing projects similar to the Katella Signal Network Extension throughout their proposal. Additionally, ADVANTEC displayed a comprehensive knowledge of the City’sexisting traffic and communication systems and provided a thorough understanding of the project scope and its specific challenges.

If approved, the awarded contract amount would be $103,385.00 plus a 10% contingency of $10,338.50, totaling $113,723.50. ADVANTEC’scost proposal falls within the project’sestimates for traffic engineering services which include, but are not limited to, project management, administration, data collection, utility coordination, design and preparation of plans, specifications and estimates, and bid and construction support. Staff recommends approving the proposed agreement with ADVANTEC.
