6. DISCUSSION AND BACKGROUND
In 2021, the City implemented a security patrol program for the Old Towne West Metrolink Parking Structure. The program has proven to deter vandalism and illegal activity in the parking structure during the closed hours from midnight to 4 AM. However, in the past year, there was an increase in activity in the structure especially at the roof level during evening hours. The Orange Police Department also had an increase in the calls for service during the past year. The use of private security services has proven to be an effective and cost-efficient solution to supplement the efforts of the Orange Police Department and Public Works Department staff in maintaining the parking structure.
This amendment includes an amount of $80,000 per year, for two remaining years with a total City of Orange Printed on 6/9/2022Page 1 of 2

amount of $160,000.
Funding for the remaining two years is dependent on City Council's annual budget approval through the Fiscal Year 2023-2024. If funds are not budgeted, the agreement can be terminated or reduced to meet that year's allocation.
The proposed scope of services generally includes the assignment of one patrol guard according to a pre-determined schedule in the evening and during structure closure hours, seven nights a week, including holidays.
