The Public Works Department currently has a contract for street tree services with West Coast Arborists, Inc. (WCA) for an annual amount of $809,875. This contract covers the scope of services for trimming street trees citywide. The Community Services Department holds a separate contract with WCA for trimming trees in Parks, City Facilities, and assessment districts, that was recently extended for a final term at the May 10, 2022 City Council meeting. The five-year contract followed a calendar year, with the original term expiring on December 31, 2020 and included two, one-year City of Orange Printed on 6/9/2022Page 1 of 2

extensions.

The City Council approved the First Amendment to the Contract with WCA in November 2017 to increase trimming services. In May 2018, the City Manager approved the Second Amendment in the amount of $30,000 for additional scope of services. In November 2020, the City Council approved the Third Amendment to the Contract which aligned the dates of the contract with the Fiscal Year, allowing for better coordination of the contract with the budget process. The Third Amendment will expire on June 30, 2022. Therefore, staff is recommending that the City Council approve a Fourth Amendment to the Contract to enact the second and final term extension.

WCA has been providing excellent tree services to the City of Orange since 1993 and has always been very responsive to the City’sroutine service needs as well as special requests and emergency needs. The Fourth Amendment to the Contract with WCA will exercise the final contract extension available. Funding for this amendment is dependent upon City Council approval of the Fiscal Year 2022-23 Budget. The City will solicit for City street tree services again in early 2023.
