6. DISCUSSION AND BACKGROUND
The City has developed a plan to provide services for its unhoused community, a population that has been affected by COVID-19, for one year as Mary’sKitchen vacates the property located at 517 W.
Struck Avenue. The City is collaborating with local nonprofit organizations and contracting with several vendors to provide food services, mail pick-up, showers and restroom facilities (including ADA facilities), and laundry services. The COVID-19 pandemic has impacted this population; as such, providing showers, restroom facilities and laundry services is essential in promoting good hygiene to reduce rate of COVID-19 infections and illness.
Royal Restrooms of California, Inc. (Royal Restrooms) was the only available vendor who could provide two ADA shower trailers, which also include two restrooms, within the necessary timeframe for the 517 W. Struck transition plan. Consequently, the City retained the vendor for two months of rental service and currently has a purchase order in the amount of $31,800 with the vendor.
The City is committed to providing all services described in this report for one year, unless otherwise City of Orange Printed on 6/9/2022Page 1 of 2

This expense will be funded through this appropriation. The City also has purchase orders for rental services with US Mobile Kitchen for a laundry trailer and United Rentals for additional shower and restroom facilities. Staff will bring forward to Council any future additional and necessary agreements and/or purchase order requests for services related to the 517 W. Struck Transition Plan.
