6. DISCUSSION AND BACKGROUND
The City has developed a plan to provide services for one year for its unhoused community, a population that has been affected by COVID-19, as Mary’sKitchen vacates the property located at 517 W. Struck Avenue. The City is collaborating with local nonprofit organizations and contracting with several vendors to provide food services, mail pick-up, showers and restroom facilities (including ADA facilities), and laundry services. The COVID-19 pandemic has impacted this population; providing showers, restroom facilities and laundry services is essential in promoting good hygiene to reduce the rate of infection/sickness that can be caused by COVID-19.

Mobile Concepts, Inc. dba U.S. Mobile Kitchens (US Mobile Kitchens) was the only available vendor who could provide a five washer and five dryer laundry trailer, within the necessary timeframe for the transition plan. Consequently, the City retained the vendor for two months of rental service and opened purchase orders totaling approximately $24,000 with the vendor.

The City is committed to providing all services described in this report for one year, unless otherwise City of Orange Printed on 6/9/2022Page 1 of 2

The City is committed to providing all services described in this report for one year, unless otherwise directed by the Court. The estimated cost for the laundry trailer rental through US Mobile Kitchen is approximately $83,000 to complete one year of service. Therefore, staff is requesting authorization for a purchase order with US Mobile Kitchen in this amount.

At its April 12, 2022 meeting, the City Council appropriated $746,884.76 in Community Development Block Grant (310) funding for the 517 W. Struck Avenue Transition Plan. This expense will be funded through this appropriation. Should additional funding be required for this or any other transition plan services, staff will return to the City Council with an additional appropriation request. The City also has purchase orders for rental services with Royal Restrooms for ADA showers and restrooms and United Rentals for additional shower and restroom facilities. Staff will bring forward any additional and necessary agreements and/or purchase order requests these services in relation to the transition plan to the Council in the future as necessary.
