6. DISCUSSION AND BACKGROUND
The Annual Slurry Seal Project at Various Locations Fiscal Year 2021-2022 (FY 22) is part of the City’songoing Annual Street Maintenance activities and is designed to prolong pavement life of City streets. Rehabilitation methods vary depending on the sustained damage, but in general consist of localized areas of pavement reconstruction as needed and slurry seal. localized areas of pavement reconstruction as needed and slurry seal. The rehabilitated pavement will have a longer service life and will provide a safe and smooth ride for the public.
This slurry seal project will include local streets throughout the City. The streets are selected for maintenance in accordance with our Pavement Management Plan, generally fall into the “fair” category, and require work at this time to prevent pavement deterioration and avoid a higher cost for asphalt concrete overlay in the future. Several streets were also added due to hydraulic leaks from CR&R trash trucks that need to be remediated, and staff is working with CR&R to recover the repair cost. The work includes local dig out repairs, slurry seal, signing and striping.
The City Council previously approved advertisement for bids on April 12, 2022. The bid solicitation was advertised on May 5, 2022 for a period of three weeks and bids were opened on May 26, 2022.
Four bids were received as follows:
1. American Asphalt South, Inc. $514,961.00
2. Roy Allan Slurry Seal, Inc. $557,390.20
3. Pavement Coatings $669,700.00
4. All American Asphalt $819,000.00
The low bid is about 20% higher than the Engineer’sEstimate of $421,000 for the project. This is likely due to increases in labor costs and prices of materials. The City has worked with American Asphalt South, Inc. in the past and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. Therefore, staff recommends that American Asphalt South, Inc. be awarded the contract in the amount of $566,457, representing an original amount of $514,961 plus a 10% contingency of $51,496 for Annual Slurry Maintenance at Various Locations FY 22.
This project is part of the City’songoing Capital Improvement Program. This project will be funded in FY 22 Pavement Management Program (13120).
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 “Existing Facilities” Class 1 (c). The CEQA Notice of Exemption was filed with the County Recorder’s Office.
Construction is scheduled to begin in August 2022 and is expected to be completed within 60 calendar days.
