6. DISCUSSION AND BACKGROUND
The Police Department currently has four mobile License Plate Reader (LPR) 3-Camera Systems used for automated detection of license plates. Data associated with vehicle license plates allows officers to identify stolen or wanted vehicles, stolen license plates, and missing persons. The Vigilant product is intended to operate with outside agencies and jurisdictions enabling the department to easily access and share data.

Vigilant Solutions, LLC (Vigilant) owns and manages the single largest LPR data sharing, National Vehicle Location Service, consisting of privately collected LPR data made available through the LEARN database for law enforcement purposes. Hosted services are cloud-based, in a secure data center, and include mapping alerts, hotlist “hits”, query search tools, and geo-zone mapping.

Cameras and services were first procured in October 2018. The purchase included five years of hardware warranty and three years of hosting services, commercial data, and facial recognition services. Additionally, staff added two additional mobile solar powered LPR systems in 2021 to focus on hot spot areas.

Staff pursued additional options to add more LPR cameras to the fleet, including an all-inclusive City of Orange Printed on 6/8/2022Page 1 of 2

Staff pursued additional options to add more LPR cameras to the fleet, including an all-inclusive enterprise solution to outfit the entire fleet with LPR. The proposed project has been identified in Capital Improvement Project No. 30196 and is included in a separate staff report being considered on tonight’s agenda.

For Fiscal Year 2022-2023, a one-year license renewal is needed to maintain full functionality of the LPR systems. The Police Department is requesting the continuation of services from single source vendor, Vigilant, for a total amount of $35,000.
