needed to fund the cost of equipment.
The Police Department is currently using the Countywide 800 MHz system for primary communications in the Police Department. After review of the current inventory, the purchase of five handheld radios will be necessary to adequately maintain inventory levels. Radios can be purchased from Motorola Solutions, Inc. (Motorola), obtained through Orange County Price Book Agreement MA -060-21010004. Similarly, safety equipment needed to outfit the new officers includes the purchase of ballistic vests, helmets, and duty handguns.
Ballistic vests and helmets are purchased directly from U.S. Armor, an authorized dealer awarded a General Services Administration (GSA) Contract No. GS-07F-072DA, offering “better-than”GSA pricing. The GSA contract is on file in the Purchasing Division for review. The purchase of handguns, Glock 17 pistols, are purchased directly from ProForce Law Enforcement, located in Prescott, Arizona. An approximate cost of expenses is listed below.
Motorola Solutions, Inc.
800 MHz Handheld Radios $32,085
U.S. Armor
Ballistic Vests 4,400
Helmets 2,200
Total $ 6,600
ProForce Law Enforcement
Duty Handguns 3,315
Grand Total $42,000
While the purchase of equipment from U.S. Armor and ProForce Law Enforcement is within specified purchasing parameters that do not require further approval, the cumulative total for these vendors in FY 22-23 may exceed the maximum allowable purchasing threshold requirement. It is the recommendation of the Purchasing Division of the Finance Department to apply the Orange Municipal Code, Section 3.08.120.B which requires the approval of the City Council for the purchase or materials, supplies and equipment of $30,000 or more.
An appropriation of $42,000 from the Asset Forfeiture unreserved fund balance is necessary to cover the cost of the radios and associated new hire equipment.
