In November 1990, the voters of Orange County approved Measure M, a ½-cent sales tax for transportation improvements. The sales tax includes funding for the streets that was available to local agencies through a formal distribution and a competitive funding application. In November 2006, the voters approved Measure M2 to continue the ½-cent sales tax for another 30 years, beginning at the expiration of Measure M in 2011. Major improvement plans target Orange County freeways, streets and roads, transit, and environmental programs. and roads, transit, and environmental programs. As part of our Measure M2 funding request, the City is required to submit resolutions that verify that the City has a Seven-Year Capital Improvement Program (CIP) and a Pavement Management Program (PMP).
Seven-Year Capital Improvement Program
The City’s Measure M2 Seven-Year CIP for Fiscal Years 2022-2023 through 2028-2029 is a transportation planning and fiscal forecasting document that is utilized to navigate programming for existing and future capital improvement projects. The Measure M2 Seven-Year CIP is currently consistent with the City’s proposed CIP for Fiscal Year 2022-2023.
While the annual submittal of the City’s Measure M2 CIP does not commit the City to fund identified improvements, projects must be included in the Seven-Year CIP to be eligible to receive M2 funding.
The Seven-Year CIP and Resolution 11404 are included as part of the Proposed Fiscal Year 2022- 2023 Staff Report.
Pavement Management Program
Biennially, the City of Orange performs updates of its PMP for street maintenance as well as complying with OCTA’sM2 Program. The City’sconsultant, Bucknam Infrastructure Group, Inc., has recently completed the 2022 PMP update. In summary, the City has a street system that is in an overall “Good”condition with a network average (weighted by area) PCI of 83.3. Approximately 75.8 percent (by area) of the network is in the “Good”and “VeryGood”condition categories, 21.9 percent in the “Fair”to “Poor”condition and 2.2 percent within the “Very Poor” condition. Based on the pavement condition, the City has met OCTA’srequirements for receiving a ten percent reduction in the local matching fund by maintaining the PCI above 75. Staff is recommending to adopt Resolution11402 and accept the updated PMP. The updated PMP is available at the City of Orange Public Works front counter.
