6. DISCUSSION AND BACKGROUND
Axon Enterprise, Inc. (Axon) is the current vendor of the Police Department’s Tasers, Body Worn Cameras (BWCs), fleet mobile, and interview cameras. Axon now offers an all-inclusive Officer Safety Plan (OSP 7+) that includes a bundled solution for police operations.

The Police Department is recommending replacement of the department’s existing Computer Aided Dispatch and Records Management System, BWC program, and consolidation of systems with the all-inclusive OSP 7+ solution to manage police hardware and software. Included in the OSP7+ City of Orange Printed on 6/9/2022Page 1 of 4

solution is the latest equipment, including Tasers, BWCs, fleet cameras, interview room cameras, the evidence.com portal, which is cloud-based for data storage and sharing, Records and Dispatch software, and Standards software to track internal investigations. Also included is a Virtual Reality training suite, software for Drones and License Plate Readers for the entire Patrol fleet.

Axon OSP 7+ also includes hardware and software upgrades throughout the length of the contract.

This means that equipment updates are included along with software upgrades that include the National Incident-Based Reporting System (NIBRS) and Racial Identity Profiling Act (RIPA) for no additional costs. The services offered through Axon OSP 7+ are a network solution that allows all systems to connect and integrate without the costly expense of building bridges that are time consuming and labor intensive. In a time when law enforcement is highly scrutinized, the OSP 7+ solution will provide significant value to the entire department and is widely accepted amongst the law enforcement community, as well as being supported by a large majority of community members.

Axon presented staff with two procurement options including a five- or ten-year contract with flexible payment options. Executing a five-year contract is currently estimated at $4M while a ten-year contract is estimated at $7.5M. Should staff proceed with a five-year contract, renewal contracts may include up to five percent year-over-year increases that can result in a $5.1M renewal contract, an increase of 27% from the initial five-year cost of $4M. For comparison purposes, two independent five-year contracts could potentially cost $9.1M over ten years which is approximately $1.6M or 20% more than the original ten-year contract amount of $7.5M. As a result, Police staff is recommending a ten-year contract.

Funding will be made available through the Computer Replacement Fund (790) as documented in Capital Improvement Project (CIP) 30196 which replaces CIP 20337 that only included costs related to body worn, fleet and interview room cameras. An additional appropriation of $60,000 from AB3229/COPS Supplemental Law Enforcement Services unreserved fund balance is necessary to cover the cost of third-party interface fees needed to fully integrate these systems.

The OSP 7+ solution is an all-in-one product that will continue to improve as new technological advancements are built into the bundle and will prove to be an invaluable system. The Police Department’s proposal to the City is for a ten-year contract for a total amount of $7,551,276.
