NORTH NET TRAINING CENTER
Joint Powers Authority Fire Training Center
ENORTH NETa TO: North Net Training Authority, JPA Board FROM: Tracy McClellan, Facility Administrator
DATE: May 18, 2022
SUBJECT: Facility Capital Improvements - North Net Expansion Project Recommended Action:

That the JPA Board, by Motion, approve the final design layout for the North Net Expansion project.

Discussion
On May 17, 2021, the JPA board awarded Kreuzer Consulting Group a contract to design and develop site improvements at the North Net Training Center. The project objective is to improve the +20,654 square feet of land acquired from the Orange County Flood Control District along the easterly boundary of the facility. The design approval also addressed design development to address clarifier deficiencies.

Rick Kreuzer Consulting Group provided an additional change order on April 28, 2022 to address project related changes not included in the original scope of work and to address the revised layout changes. The Administrator approved the additional amount, increasing the new contract amount to $85,888.50 for engineering and clarifier modifications services.

On May 3, 2022, the City of Anaheim provided North Net Staff with a final site plan and cost estimate from Rick Kreuzer Consulting Group. The preliminary estimated cost for the project is $950,000. The preliminary cost estimate does not include the Construction Management and Inspection premium charged by the City of Anaheim, estimated at $84,916 or 10% of the construction subtotal. Additionally, not included in the estimate is the installation of steel privacy panel screening and installation of a second egress gate at the southern end of the property, estimated at $26,030. The anticipated total preliminary cost estimate is $1,060,946.

During the design phase of the project, North Net staff researched and implemented several cost saving measures to reduce the lowest preliminary cost estimate from $1,275,181 to the current preliminary estimated cost. Cost saving measures included elimination of a bioretention basin by reducing the square footage of concrete and replacing it with a TRUGRID permeable paving system. Additional cost saving measures included removing the need to construct a commercial driveway approach, construct fire hydrant assembly, and falling of trees by North Net staff. 2400 E Orangewood Ave.

Financial Impact:

For FY 2022/2023, the approved budget includes $500,000 for capital improvements.

ENORTH NET= North Net anticipates a carryover appropriation from FY 2021/2022 budget of approximately $550,000, of which $380,099.12 is earmarked for the balance of custom Multi-Story Live Fire Training Props. A review of the Net position at the conclusion of the FY 2021/2022 is necessary to determine how to acquire additional funding outside of operating cash and revenues.
