6. DISCUSSION AND BACKGROUND
The City, in partnership with local nonprofit organizations and vendors, is offering onsite services, such as food, laundry, showers, restroom facilities and mail for individuals experiencing homelessness. The services have been in effect since May 2022 as Mary’sKitchen prepared to cease operations at the property located at 517 W. Struck Ave on June 10, 2022. The City is committed to providing these services for up to one year, subject to oversight by the court.
The City has partnered with Abound Food Care to provide two hot meals, breakfast and lunch, and one non-perishable supplemental food offering, Mondays-Saturdays. Due to the emergency nature, food services started on May 21, 2022. To mobilize the offering of food services on the City’stimeline, Abound Food Care incurred start-up costs of $100,000, for which the vendor invoiced the City.
Without this payment, Abound Food Care would not have the funds to continue providing hot meals to the population, a provision specifically identified in the court-ordered agreement.
At the June 14, 2022 City Council meeting, the City Council appropriated $100,000 of unrestricted General Fund (100) money for transition services. Staff is recommending that the City Council now City of Orange Printed on 7/7/2022Page 1 of 2
