1. SUBJECT
Agreement with Darren Doerschel for continued TV and AV production support and systems maintenance services.

2. SUMMARY
This agreement with Darren Doerschel will continue to provide professional services onsite during broadcasted meetings. With the television production upgrades to the City Council Chamber over the past several years, the technology used has become much more complex. Darren Doerschel and his team have specific expertise in television engineering to quickly troubleshoot issues that may arise during a broadcast meeting. Additionally, Darren Doerschel will provide support services as- needed for continued TV and AV infrastructure and maintenance.

3. RECOMMENDED ACTION

1. Approve the agreement with Darren Doerschel in the amount of $74,000 for continued television and audio-visual production support and systems maintenance services; and authorize the Mayor and City Clerk to execute on behalf of the City.

2. Authorize the City Manager to exercise two annual extensions as contemplated in the Agreement.

4. FISCAL IMPACT
The total expenditure for this agreement is $74,000 and will be funded through Information Technology Fund (780).

5. STRATEGIC PLAN GOALS
Goal 4: Provide outstanding public service
c: Enhance technology to improve public accessibility to information and services.

6. DISCUSSION AND BACKGROUND
Beginning in 2015, the City acquired and implemented newer broadcast, presentation, voting, and agenda management systems serving uses in the Council Chambers. These systems have been acquired in differing timeframes and are increasingly complex, requiring specialized consulting services. Darren Doerschel has provided consulting services for these acquisitions, as well as the operational support of these systems post implementation. Mr. Doerschel is therefore familiar with the City of Orange Council Chambers broadcast and presentation systems. This agreement includes the City of Orange Printed on 7/7/2022Page 1 of 2

continued systems maintenance services.

Additionally, on June 8, 2021, the City Council approved expanding the services with Darren Doerschel to provide production support services. An onsite expert is present at all televised meetings to quickly troubleshoot broadcast issues. In addition, Mr. Doerschel’steam provides full engineering services for meetings not covered by Chapman University personnel, such as the Design Review Committee (DRC), Traffic Commission, and Parks Commission.

Staff believes the proposed $125 hourly rate is reasonable, as there is a very limited market for these services. Combined with Mr. Doerschel’sintimate knowledge of our broadcast setup, this agreement will give us the best chance for success and will minimize any issues that may arise during a voting body meeting. The agreement being proposed is a “totalnot-to-exceed”agreement, and the City will only be charged for meetings that actually take place or are cancelled with reasonable notice given.

Staff are satisfied with Darren Doerschel’spast consulting services and recommend continuation of the TV and AV production support and systems maintenance services.

The agreement is for an initial one-year term with two one-year optional extensions that may be exercised by the City Manager.
