6. DISCUSSION AND BACKGROUND
Pursuant to a joint powers agreement, the cities of Orange and Anaheim formed the North Net Training Authority (North Net) for joint use of the Training Center to foster cooperation between the cities and provide more cost-effective training for each city’sfire department personnel. Funding for North Net operations is based on the relative number of firefighter positions in each city and currently, Anaheim provides 64.51% of the funding and Orange 35.49%. The North Net site is owned by Anaheim and is leased by North Net pursuant to the terms of the joint powers agreement.

In May 2021, the Orange County Board of Supervisors approved the sale of a 20,654 square foot Orange County Flood Control District parcel adjacent to the Training Center to Anaheim. A First Amendment to the Amended and Restated North Net Joint Powers Training Agreement was approved by the city councils of Orange and Anaheim, respectively, on July 16, 2021, and July 20, 2021, formally adding the parcel to the Training Center site.

Also in May 2021, Kreuzer Consulting Group (Kreuzer) was retained for design development for site improvements. After a year-long process of reviewing the design to reduce costs, on June 10, 2022, City of Orange Printed on 7/7/2022Page 1 of 2

improvements. After a year-long process of reviewing the design to reduce costs, on June 10, 2022, the City of Anaheim Public Works Department and North Net received a final site plan and preliminary cost estimate in the amount of $1,164,030 from Kreuzer for the site improvements.

North Net had originally allocated $700,000 to the expansion project; however, due to the high rate of inflation, especially in the construction field, and supply and demand issues, there is a shortfall of $463,975 to complete the project.

Staff is requesting an appropriation to make up the shortfall in relationship to the City’sFair Share Percentage of 35.49% or approximately $164,665. If approved by the Anaheim City Council, Anaheim would contribute the balance of 64.51% or $299,310. The project will only go forward if the City Councils of both cities approve a Fair Share Percentage contribution.
