7. KDC Inc., DBA Dynalectric, Los Alamitos, CA $640,922 The apparent low bid is approximately 1% lower than the engineer’sestimate. California Professional Engineering, Inc. has completed contracts of similar nature to this project in the past and was found to be a responsive and responsible bidder. Therefore, staff recommends that California Professional Engineering, Inc. be awarded the contract in the total amount of $452,113, representing an original amount of $411,012 plus a 10% contingency of $41,101, for the Steel Streetlight Replacement, Fiscal Year 2021-2022 Project. The remaining budget in the project will be used for construction management.
The City acquired 4,359 streetlight poles from Southern California Edison (SCE) in 2017. Of the acquired poles, 2,024 were steel poles of varying condition, some of which are connected by way of overhead electrical wires. As part of the SCE light pole acquisition, a portion of the annual savings has been programmed to identify and replace those steel poles whose condition have deteriorated over time.
Based on the ability to accumulate funding for more efficient use of said funds, we anticipate that the City will initiate pole replacement projects every two years. For this project, 22 poles were identified for replacement based on their physical condition and/or their location in proximity to parkway trees.
The existing steel streetlight poles will be replaced with City standard LED-retrofitted concrete poles and existing overhead wires will be relocated to underground conduits.
The proposed streetlight replacement project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15302, Class 2 “Replacementor Reconstruction”.The Notice of Exemption was filed with and posted by the County Recorder’s Office on May 20, 2022.
Construction is scheduled to begin in August 2022 and is expected to be completed within 80 calendar days.
