6. DISCUSSION AND BACKGROUND
At its January regular meeting, City Council approved permit parking Area “W”and, based on concerns over potentially shifting the parking intrusion to adjacent areas, directed staff to send petition letters to a nearby neighborhood and determine the level of support for permit parking there.
The petition area is shown in the attached Area Map, and generally bounded by Wayfield Street, Palm Avenue, Highland Street, and Mt. Vernon Avenue.
The City Council also directed staff to return with a report, if and when said neighborhood or portions City of Orange Printed on 7/9/2022Page 1 of 3

The City Council also directed staff to return with a report, if and when said neighborhood or portions thereof satisfied the minimum required 75 percent support. Petition letters were sent to the to the neighborhood five times in order to maximize public participation:
After three petitions had been sent, two streets in the neighborhood had met the support threshold and, accordingly, an item was included on the May 10, 2022, City Council agenda to recommend permit parking for:
1. Both sides of Palm Avenue from Wayfield Street to Park Lane and
2. Both sides of Park Lane from Palm Avenue to Dana Place.
Prior to the meeting, a number of comments and concerns were received by staff and included in a “hot file” for the Council’sinformation. Moreover, a number of residents attended the May meeting and were prepared to speak on the item before it was continued for unrelated reasons. Subsequently, and in response to many of the residents’expressed concerns, two more petition letters were sent out, providing additional clarity of the process and procedures. A total of five petition letters were sent out, the cumulative results of which are provided below:
· Wayfield Street between Palm and Walnut Avenues; 70% support · Wayfield Circle south of Palm Avenue; 100%
· 200 N. Block of Park Lane; 89%
· 300 N. Block of Park Lane: 56%
· Highland Street between south terminus and Sycamore Avenue; 25% · Mount Vernon Avenue between Wayfield Street and Le May Court; 67% · Martha Avenue east of Park Lane; 50%
· Sycamore Avenue between Wayfield and Highland Streets 50% · Palm Avenue between Wayfield Street and Park Lane; 100% Because the neighborhood as a whole received only 60% support (71 of 119 Homes) for permit parking, staff does not recommend implementation of permit parking across the entire area.
However, three street segments contained within (the two continued from the May meeting and one additional) did individually meet or exceed the 75% percent threshold and, as such, we are recommending implementation of permit parking for these segments:
1. Both sides of Palm Avenue from Wayfield Street to Park Lane
2. Both sides of Park Lane from Palm Avenue to Dana Place; and
3. Wayfield Circle south of Palm Avenue.
Lastly, it is important to note that while a parking occupancy (utilization) study was not conducted in this case, available data indicate that the three streets being recommended for permit parking have been historically heavily parked and situated in proximity to high-density multi-family and commercial uses. Therefore, implementing permit parking would serve to effectively mitigate external parking intrusion on residential streets and, in doing so, meet the intent of the city’sadopted Neighborhood City of Orange Printed on 7/9/2022Page 2 of 3
