6. DISCUSSION AND BACKGROUND
Traffic data, including vehicle, bicycle, and pedestrian counts, serve as the basis for the many engineering decisions made by Public Works staff each day. In addition, accurate and up-to-date traffic data are critical for long-range planning, assessing infrastructure performance, establishing signal timing and speed limits, completing grant applications, and maintaining eligibility for OCTA M2 dollars, among other things.
In the summer of 2020 and subsequent to a competitive procurement, the City entered into an Agreement with Transportation Studies, Incorporated (TSI) to assist with traffic data collection needs.
The original Agreement was executed for an amount not-to-exceed $29,900 and did not specify a term. In the two years since, TSI has fulfilled their contractual obligations to the City by providing reliable and timely traffic data for various applications. Staff anticipates additional traffic data collection activities in the amount of $40,100 will be required over the course of the next three years.
This Amendment (a) increases the Agreement’scapacity by $40,100, to $70,000 and (b) specifies an City of Orange Printed on 9/8/2022Page 1 of 2
