6. DISCUSSION AND BACKGROUND
Speeding on city streets continues to be one of the concerns most commonly expressed by residents and motorists. Of the more flexible tools for addressing such concerns is the speed radar feedback (digital speed display) sign.

In April 2022, along with the purchase of six speed radar feedback signs, the City Council approved Fortel Traffic, Inc. (Fortel) as a single source vendor. Those signs have since been delivered to the City. Subsequently, and in accordance with City purchasing guidelines, a $29,900 purchase order has already been issued to Fortel this fiscal year (FY 2022-23) to cover the cost of (a) installing signs at various locations in the City and (b) performing corrective maintenance on some legacy signs that were in need of repair.

Based on the effectiveness of the signs at encouraging slower speeds and their acceptance by our community and motoring public, staff anticipates the need to purchase, install, and maintain City of Orange Printed on 9/8/2022Page 1 of 2

community and motoring public, staff anticipates the need to purchase, install, and maintain additional units, requiring that City Council approve an agreement with Fortel.

Based on projections, the proposed not-to-exceed amount of $100,000 is expected to cover potential needs through the end of the fiscal year. If additional contract capacity is required, a contract amendment may be executed. No budget appropriation is being requested at this time. The purchase order corresponding to this agreement will be funded incrementally and as needed, through one of the City’s budgeted “maintenance-type” capital improvement projects (Minor Traffic Control Devices.)
