Conflict of Interest Code 2022 Local Agency Biennial Notice.
2. SUMMARY
Receive and file 2022 Local Agency Biennial Notice directing staff to make the appropriate amendments to the City’s Conflict of Interest Code.
3. RECOMMENDED ACTION
1. Receive and file the 2022 Local Agency Biennial Notice as submitted.
2. Determine that amendments to the City’sConflict of Interest Code are required to include new positions, revise titles of existing positions and delete titles of positions that have been abolished.
3. Direct staff to prepare a resolution amending the code for City Council approval within 90 days.
4. DISCUSSION AND BACKGROUND
The Political Reform Act requires every local government agency to review its conflict of interest code biennially. On June 14, 2022, Council directed staff to review the City’sConflict of Interest Code and file the requisite 2022 biennial notice prior to October 3, 2022.
During the review process, staff determined that an amendment is required to include new positions, revise titles of existing positions, and delete titles of positions that have been abolished and/or positions that no longer make or participate in making governmental decisions.
The biennial notice must be filed with the agency’scode reviewing body. The City Council is the code reviewing body for the City; therefore, staff is requesting the City Council receive and file the 2022 Local Agency Biennial Notice declaring an amendment is required. Additionally, it is recommended that a resolution to amend the City’sCode to include such revisions be prepared for City Council approval within 90 days, pursuant to Political Reform Act requirements
