TO: Honorable Mayor and Members of the City Council
THRU: Rob Houston, City Manager
FROM: Christopher Cash, Public Works Director
1. SUBJECT
Proposed Permit Parking Opportunity Areas.
2. SUMMARY
At its August 9, 2022, regular meeting, the City Council approved updates to the City’sNeighborhood Permit Parking Program. Among the changes adopted was the ability to establish city-defined permit parking zones (opportunity areas) in residential neighborhoods with a high potential for parking intrusion. This report recommends the formation and adoption of five discreet permit parking opportunity areas.
3. RECOMMENDED ACTION
Adopt the parking opportunity areas 1 through 5 as described herein and shown on the attached maps.
4. FISCAL IMPACT
None.
5. STRATEGIC PLAN GOALS
Goal 1. Provide for a safe community
b. Provide and maintain infrastructure necessary to ensure the safety of the public
6. DISCUSSION AND BACKGROUND
The City’sNeighborhood Permit Parking Program (NPPP) was updated in August 2022 to improve program accessibility, provide residents of potentially impacted areas more streamlined, and cost- effective options for either requesting permit parking in their neighborhoods or responding to parking displacement caused by the implementation of permit parking nearby.
In summary, the August 2022 updates resulted in the following key policy changes:
1. Reducing the permit parking application fee from $4,900 to $1,000 for non-exempt areas.
2. Specifying limits on data collection related to the conduct of parking studies, where required.

3. Adjusting procedures for establishing permit parking areas as follows:
a) Allow for creation of city-defined permit parking zones (opportunity areas) in areas with high parking demand potential that residents can opt into, similar to Area “A”(University Permit Parking Area). Any city-defined opportunity areas will have the same implementation criteria as Area “A”:no application fee, no parking study, and a 55% petition support rate.
b) Outside of any opportunity zone, if within one year of implementing a new permit parking area there is spillover onto adjacent and abutting streets, allow requests to expand the permit area to the affected streets. Such requests would be exempt from the application fee but would need to meet the parking study and petition requirements delineated in the City’s NPPP policy.
This agenda item follows up on policy change 3a above by proposing the creation of permit parking opportunity areas. The proposed areas, along with methodology for their development, are presented below.
Based on historical patterns of residential parking complaints, anecdotal evidence, and staff’s observation, the most prevalent source of parking intrusion/permit request outside of Area “A”is high density, multi-family residential. Commercial, institutional, and recreational uses are also contributing land uses. This understanding will serve as the foundation for identifying opportunity areas. Also important in defining opportunity areas are specifying size and boundaries. Specifically, any opportunity area should be large enough to capture all streets within high parking-generator’sarea of “potentialeffect”,e.g. parking intrusion and subsequent displacement. Lastly, boundaries should be comprised of clear demarcation lines such as major roadways, freeways, railroads, and other infrastructure/land use features that create a logical barrier between potential parking supply and demand. With this in mind, the following criteria were developed for guiding the formation of permit parking opportunity areas:
1. Utilizing the City’s zoning and land use maps, identify “neighborhood sized” (generally bounded by arterial streets or freeways) single-family “islands”that are surrounded on multiple sides by high density multi-family housing, commercial, or institutional land uses.
2. Identifying existing permit parking areas that are in the vicinity of high parking- generators and, therefore, susceptible to parking intrusion.
3. Comparing above findings with recent and historic “high parking complaint” areas.
Applying the above results in the proposal of five permit parking opportunity areas. Each is described below and depicted on the attached maps.
Permit Parking Opportunity Area 1
Generally bounded by Sycamore Avenue to the north, Main Street to the east, 22 Freeway to the south, and 57 Freeway to the west. It is comprised of a very diverse land use mix, including high and medium density mutli-family housing, and commercial retail along Chapman Avenue and Main Street.

medium density mutli-family housing, and commercial retail along Chapman Avenue and Main Street.
It is also adjacent to El Camino Park. Contained within are permit parking Areas “E”,“N”and “S”.
Lastly, staff is currently processing another permit parking request within this area.
Permit Parking Opportunity Area 2
Generally Bounded by the Santiago Creek Trail to the north, the 22 Freeway to the South, Tustin Street to the east and Glassell Street to the west. Recent requests for permit parking were unsuccessful, falling a bit short of the parking study requirements. However, the area is in very close proximity to high-density multi-family housing, and nearby streets are often observed to be parked almost “bumper-to-bumper”.
Permit Parking Opportunity Area 3
Generally bounded by Walnut Avenue to the north, the Orangewood Villa Apartments to the south, the 55 Freeway to the east and Wayfield Street to the west. The area is sandwiched between the freeway and high-density multi-family housing and in close proximity to the Tustin Street commercial corridor. Nearby and to the north are Permit Parking Areas “V” and “W”.
Permit Parking Opportunity Area 4
Bounded by a flood control channel/SoCal Edison Easement to the north, multi-family housing and the Katella Plaza to the south, Cambridge Street to the east and the Lantern Bay Apartments to the west. This area is very close to Permit Parking Area “B”and contains within it Permit Parking Area “H”.
Permit Parking Opportunity Area 5
Bounded by Meats Avenue to the north, Del Mar Avenue to the south, Greengrove Street to the east, and Cambridge Street to the west. This area is adjacent to high-density multi-family housing, near the Tustin Street corridor and across the street from The Village.
As previously mentioned, it is the intent that individual streets within each approved opportunity area would be eligible to opt in to permit parking, in a manner similar to Area “A”. Also similar to Area “A”, all streets that have opted in will be considered a part of the same overall permit parking zone, with parking permits valid on any designated street within the entire area. One significant difference between Area “A”and other permit parking opportunity areas (such as those being proposed) is that multi-family dwellings (except duplexes) and abutting segments of roadway are ineligible to participate in the latter. This policy reflects that high-density multi-family dwellings represent the primary source of parking intrusion in most other areas of the city.
Staff believes that the permit parking opportunity areas proposed are appropriate for current conditions. Should the need arise, boundaries may be adjusted and/or additional areas added through City Council action in the future. Residents outside of the opportunity areas will continue to be able to avail themselves of the recently revised permit parking policy for standard permit parking requests.
