6. DISCUSSION AND BACKGROUND
The City’sCorporation Yard (Corp Yard), located off Struck Avenue was designed in 1975. Since the original plan, there have been minimal layout changes. The City has recently been considering a redesign, as there have been obvious changes to equipment and technology in the past 46 years. In addition, with the sale of the eastern third of the Corp Yard, this augments the need to redesign the layout and increase the functionality of the remaining space.

In April 2021, the City Council approved an agreement with Gillis & Panichapan Architects, Inc. for the design of the Corp Yard including a waste disposal ramping facility, and several metal prefabrication storage buildings for various departments. During the final design, the engineer cost estimate was substantially higher than the project budget due to construction and material costs increasing rapidly due to inflation and market changes. increasing rapidly due to inflation and market changes. Staff re-evaluated the scope by taking a minimalistic approach to meet the basic operations needs of the Corp Yard and staying within the project’sbudget. Additional design services are needed from Gillis & Panichapan Architects, Inc. to finalize and get the project ready to bid. The revised design provides flexibility to restore the full scope of the renovation project should additional funding become available.

Staff recommends approval of the First Amendment to the agreement with Gillis & Panichapan Architects, Inc. in the amount of $49,565 for additional design services for the Corp Yard Renovation project.
