Award of Contract to Paint & Décor, Inc. for Orange Library Interior Facility Rehabilitation; Bid No. 22-
23.08. 2. SUMMARY
Two bids for Orange Library Interior Facility Rehabilitation were received and opened on September 22, 2022. The apparent low bidder is Paint & Décor, Inc. of Orange, California in the amount of $737,900.
3. RECOMMENDED ACTION
1. Authorize the appropriation of $115,000 from the Library Facility Fees unreserved fund balance to expenditure account number 573.5028.56020.20461, Library Facility Fees - Main Library Facility Improvements.
2. Approve the contract with Paint & Décor, Inc. in the amount of $848,585, representing an original bid amount of $737,900, plus a 15% contingency of $110,685 and authorize the Mayor and City Clerk to execute on behalf of the City.

The total expenditure for this contract is $848,585 and will be funded through:

6. DISCUSSION AND BACKGROUND
This project will provide Main Library, El Modena Branch Library, and Taft Branch Library with new interior painting and carpeting. Other improvements include new bathroom fixtures at all libraries and soundproofing at Main Library and El Modena Branch Library.
The formal bid solicitation was advertised on September 1 and September 8, 2022. Bids were opened on September 22, 2022. Two bids were received as follows:
1. Paint & Décor, Inc. of Orange, CA $737,900
2. MBC Enterprises, Inc. of Westminster, CA $992,425
The bid amount is about 2% more than the Engineer Estimate of $720,456. Staff checked the references and qualifications for Paint & Décor, Inc. and found them to be acceptable, with adequate years of experience in completing contracts of similar nature to this project. In addition, they recently completed an interior painting and carpet project for various Fire Stations. Therefore, staff recommends that Paint & Décor, Inc. be awarded the contract in the total amount of $848,585, representing an original amount of $737,900, plus a contingency of $110,685, for the Orange Library Interior Facility Rehabilitation. The request for appropriation from Library Facility Fees is requested to cover construction costs, and contingency.
Construction is scheduled to begin in December 2022 and expected to be completed within 60 days.
