6. DISCUSSION AND BACKGROUND
The Cannon Street and Serrano Avenue intersection is a critical intersection as identified in the City of Orange General Plan adopted by City Council on March 9, 2010. This project will widen the southeast quadrant of the intersection and a short stretch on the north side of Serrano Avenue, just east of the intersection to accommodate vehicular traffic, and pedestrian/equestrian access.
The project will add a second dedicated right-turn lane from northbound Cannon Street to eastbound Serrano Avenue to help ease congestion at this intersection. California Environmental Quality Act (CEQA) compliance for the project was satisfied with the adoption of MND 1867-19, approved by the City Council on June 8, 2021.
The City Council approved advertisement for bids on August 9, 2022. The bid solicitation was advertised on August 18, 2022 for a period of three weeks concluding on the bid opening on September 15, 2022. Three bids were received as follows:
1. Hardy & Harper Inc., Lake Forest $690,000
2. Gentry General Engineering, Inc., Rancho Cucamonga $709,630
3. All American Asphalt, Corona $887,330
The low bid is 7.5% higher than the engineer’sestimate of $641,800. In recent years, Hardy & Harper, Inc. has completed public works construction projects of similar nature in the City of Orange and have demonstrated adequate capability in doing so. Therefore, staff recommends that Hardy & Harper, Inc. be awarded the contract in the amount of $759,000, representing an original bid amount of $690,000 plus a 10% contingency of $69,000 for Cannon Street at Serrano Avenue Intersection Improvements.
The project is being partially funded through the competitive Comprehensive Transportation Funding for Intersection Capacity Enhancement (CTFP-ICE) as administered through the Orange County Transportation Authority (OCTA). An amount of $631,814 has been allocated and approved for construction phase funding for the project. The construction contract will utilize $569,250 of the allocated funds, while the remainder will be used to accommodate construction engineering (staff time) and potential change order work.
Project construction is anticipated to begin in January 2023 and is expected to be completed in ninety (90) calendar days barring any unforeseen delays from weather or material supply issues.
