City of Orange Conflict of Interest Code amendment. Resolution No. 11415.
2. SUMMARY
Adoption of Resolution No. 11415 satisfies the State mandated biennial update to the City’sConflict of Interest Code and amends the previous Code adopted by Resolution No. 11276.
3. RECOMMENDED ACTION
Adopt Resolution No. 11415. A Resolution of the City Council of the City of Orange adopting an amended Conflict of Interest Code pursuant to the Political Reform Act of 1974.
4. FISCAL IMPACT
None
5. STRATEGIC PLAN GOALS
This action does not correlate to any of the adopted strategic plan goals; however, Section 87306 of the California Government Code requires biennial review of the City’s Conflict of Interest Code.
6. DISCUSSION AND BACKGROUND
Pursuant to the Political Reform Act, the City conducted a thorough review of its Conflict of Interest Code and determined that an amendment is necessary. At its September 13, 2022, meeting, Council directed staff to file the Local Agency Biennial Notice and prepare a resolution amending the code for City Council approval.
Since the last update, new position titles have been created or eliminated and some existing positions have had title changes. Exhibit A to Resolution No. 11415 reflects the changes to the list of positions and their designated disclosure requirements. Attachment 2 is a legislative (redlined) version of the proposed amended Code.
